Govt. failure on completing projects NABCOM to monitor all developmental projects in J&K | | | EARLY TIMES REPORT JAMMU, Sept 7: With failure of the Jammu and Kashmir government to properly utilize the funds it received from Central Government, NABCOM a central government agency has begun starting monitoring 500 projects. According to the sources most of the projects related to the roads and other infrastructure related to health care sector, for which the Central Government has invested billions of rupees. Sources said that though J&K has been receiving additional funds for speding up the development which received set back during the separatist insurgency during the past two decades, but various departments have remained confused how to utilize them, which result in lapse of funds every year. It is pertinent to mention here that during October last year, Central Government had sent a Planning Commission team to access the impact of the developmental projects taken up by the government and reason for lack of delay in completion of many of these. “Independent monitoring is not good for the state, it means that Centre is not happy with the way state is utilizing the money, it received from the Planning Commission”, said a senior bureaucrat in Finance Department. Recently while chairing the two meetings of District Development Boards of Doda and Kishtwar Chief Minister Omar Abdullah had said “we want to ensure the judicious spending of funds to create dependable public service infrastructure in consonance with the Plan allocations, as such, monitoring at various levels is imperative to achieve this goal”. Sources said that officials at the district level have been told to desist from making any liability under any circumstances in future. “There are direction that every new work should be started under the prescribed procedure and approval”, said a source. “It has also been directed to the District Development Commissioners to send a summary of the liabilities with the certificates that the works created do exists on ground, the amount spend is correct, the amount has not been booked under any other head and the circumstances leading to cause the liability”, said a official.
