On warpath: Govt imposes fresh 'restrictions', employees defiant | 3 senior ministers 'stumbling block' in meaningful negotiations......? | | Early Times Report JAMMU, Sept 7: The state employees are once again on warpath with NC led coalition government, not agreeing to budge under any pressure or tactics of delay in fulfillment of their demands. Even as government has 'advised'the employees not to go ahead with their scheduled protest programmes, the latter seem to be defiant. Irked over what they term as 'arrogant and adamant' attitude of three senior ministers of Oma Abdullah's cabinet, the agitating employees firmly believe it is their stubborness and 'personal egos' which come as roadblock between the government and them and also result in frequent failed negotiations. What has come as an irritant is impostion of prohibitory orders in the capital city of Srinagar , which the administration has apparently done to pre empt any trouble during scheduled 'Secretariate chalo' rally tomorrow . While the Chief Secretary Madhav Lal and other senior officers of the administration held another round of talks today in a bid to pacify the employees, it once again resulted in fiasco. Ironically the government is now trying to cajole the employees by portraying its attitude as 'reconcliliatory' contending it was keen for early settlement of all pending issues, the employees are not ready to accept this 'theory'. The leaders of JCC are irked over what District Magistrate of Srinagar has sought make clarification -that he has neither been informed nor appraoched by any emplooyees' body for holding a rally anywhere within city limits. What shape the events take shall be unfolded tomorrow. The three day strike called by JCC will also conclude tomorrow giving some breathing time to government to what it can do with this burning issue until the employees resort to strike again. The major contentious issue towards settlement of the demands for employees remains the 'conduct and attitude' of the three ministers whom they consider as the main 'hurdle'. "They are not only indifferent and anti employees but simply arrogant …….. this they have reflected a number of times whenever employees' tried to reach out to them……….. it is their arrogant attitude which leads to failure of the talks so far", sai a leader of JCC . These three ministers, two from NC and one from Congress have been showing callousness and attitude as they are the members of the cabinet sub committee set up by Omar government for employees. They include Finance Minister AR Rather, Rural Development Minister Ali Mohammad Sagar and PHE minister Taj Mohiuddin. Sources within the employees' bodies say that right from day one the leaders have not felt compatible nor comfortable with any of the three ministers. The leaders have outrightly rejected the recommendations made by this cabinet sub committee. One wonders is the Chief Minister Omar Abdullah aware about all this and the vast gap between the three minister who have been assigned the job of settling matters and the employees who simply feel aversion about their very presence in the panel. If he has any inkling about this, why he doesn't consider replacements , at least on the negotiating table so that there could be some comfort level between 'warring' sides. |
