training-cum-placement programme to prepare one lakh youths from Jammu
and Kashmir for employment in the private sector, Rural Development
Minister Jairam Ramesh have recently admited this fact before the
media. The programme, called 'Himayat', was launched by him in
Srinagar some days before and the first batch of 800 students will
pass out of the three-month certificate programme in December this
year. The programme is part of Prime Minister Manmohan Singh's vision
for creating employment for youths of Jammu and Kashmir, and 1,500
youngsters will complete the training in its first year, Ramesh told
reporters.
Once the trained youths complete their course and take up employment,
the ministry will keep track of their progress over the next three
years. The youths, either Class 10, 12 or college drop-outs, are at
present conversant in English and will get minimum computer literacy,
apart from job-oriented training. This sincerity approach of the
centre towards the state of Jammu and Kashmir affirmed and confirmed
something other beyond the expectation of people of the same state.
There is a grave concern and anonymity among the people of state to be
witnessed at large.
The Cabinet Committee on Economic Affairs recently approved a Special
Scholarship Scheme for Jammu & Kashmir to encourage the youth of J&K
especially among of majority community of state to pursue higher
studies outside their State. The total cost of the scheme will be
Rs.1200 crore of which Rs.88 crore will be incurred in the current
financial year.
It is proposed to provide 5000 fresh scholarships to them every year
over the next five years. Of these 4500 scholarships will be for
general degree courses, 250 for engineering and 250 for medical
studies. Every scholar will get upto Rs.30,000 per annum for tuition
fees for general degree courses, upto Rs.1.25 lakh per annum for
engineering course and upto Rs.3 lakh per annum for medical studies.
In addition to these, hostel fees and incidentals will also be given
for all categories of courses up to a ceiling of Rs. one lakh per
annum.

It is pertinent to mention here that those who have the right to
equal of share of this centre sponsored approved Scholar Scheme

youth have been absorbed in this year after hard hit and gigantic
efforts however the state and centre has absorbed thousands of
unemployed education youths of the other community of state during
such era across the state.
It is a worthwhile to mentioning here that the state as well as
centre has shown high economic growth but has not been able to meet
the aspirations of the population especially of the KP minority
community of the state.It is significantly to say that neither the
state nor centre government has framed any such type of educational
policy or programme for the kith and kins of the minority victim
community of the state till date ,but opt the policy for the said
community “ Gair Himayat” instead of Himayat at hand visible. The
route cause of shedding tears among the Unfortunate community has been
sound traced due to divest and dissociate from their right to live
with dignity and decorum across its own country for he has been
candidly bloodshed is still wandering and rootless in this democratic
