| SKIMS authorities refuse to honor CM’s order | | ‘Private practice mafia ruining super-specialty hospital’ E | | EARLY TIMES REPORT
Srinagar Sept 11: The Sher-e-Kashmir Institute of Medical Sciences (SKIMS) authorities have declined to obey the orders of the Chief Minister Omar Abdullah to provide infrastructure and logistic support to the newly created Department of Surgical Oncology, sources told KNS.
They said the CM on 26 May 2011 during a meeting held at his office chamber had ordered the Director SKIMS to provide logistics and manpower to the department on the urgent basis. The meeting, besides the CM who is chairman of the Governing Body of the SKIMS, was attended by his Principle Secretary B B Vyas, CM’s Private Secretary Asghar Khan, Director SKIMS and Consultant Surgical Oncology, Dr Altaf Gauhar Haji.
The Director SKIMS was asked to advertise all unfilled posts in the same hierarchy as sanctioned in 2008 and make appointments on fast track basis. The SKIMS authorities were also ordered by the CM to provide proper accommodation to the newly created department. “Proper accommodation shall be provided to the department for its future expansion and present requirement. Ward # 2P will remain under control of the department of Surgical Oncology. The administration of the SKIMS shall provide OPD and theatre facilities to the department thrice in a week in the main theatre of SKIMS which shall be considered immediately,” the order reads.
“The department shall remain independent department and there shall be no transfer of consultants from other departments like general surgery to accommodate them in department of Surgical Oncology,” it said.
“Dr Altaf Gauhar, is senior enough to heat the department till the vacant hierarch posts are filled by the SKIMS by direct recruitment/promotion as per MCI ruled,” it added.
The CM had also asked the SKIMS authorities to streamline the working of transport section and take urgent steps.
However, sources told KNS the CM’s orders have been ‘brazenly flouted’ by the SKIMS authorities as they refused to provide facilities to the newly created department.
The Head of General Surgery SKIMS, Dr Khurshed Aalam in letter number SIMS/86212/11-194 dated 18-05-2011 categorically refused to provide logistic support to the newly created department.
“It is not the prerogative of the Department of General Surgery to adjust any new appointees of any other super specialty or sub-specialty. Since Dr Altaf (Guahar) doesn’t belong to our specialty, we refuse to provide any support/logistic support of attendance to him,” the HoD wrote the Director.
Sources revealed to KNS that when the new department started functioning and three patients were admitted for surgeries, they were allegedly threatened by unknown callers to leave the hospital.
“There is list of atleast 50 cancer patients who are waiting for surgeries, but the strong lobby in the SKIMS is adamant to shut down the new department,” sources added.
A senior medico at the SKIMS told KNS that there was strong lobby of atleast 20 senior consultants who have ruined the setup of the SKIMS. “All of them are engaged in private practice despite getting huge sum as non-practicing allowance. The lobby is so strong that even the CM is helpless before them. Even former Chief Minister and Union Minister Dr Farooq Abdullah has number of times raised the issue of private practice in public, but the mafia at the SKIMS is so strong that they are least bothered,” he said.
“When we look at SKIMS, we talk about the dream it was supposed to be, the ideal it aspired for, the mark it could not reach and the goal it could not achieve. Today we witness that the epidemics of private practice, non accountability, and misuse of public funds have totally ruined it and this definitely was not the dream of late Sheikh Abdullah,” he added.
Jammu &Kashmir is the only state lacking cancer treatment pathways, cancer registry and Cancer Surgery Departments, despite of the fact that cancer is like epidemics here.
Sources revealed that the 2P ward sanctioned by CM for cancer surgery patients is an eye wash and authorities have plan to start private ward in it.
When contacted by the KNS Chief Minister said he will look into the matter personally.
