Amelioration of people looms large in Govt policy planning: Omar | CM visits Kargil ‘Considerable thrust on development of backward pockets’ | | EARLY TIMES REPORT Drass, Sept 11 (KNS): Reaffirming his Government’s determination for equitable development, Chief Minister, Omar Abdullah Sunday said that the amelioration of general public looms large in the development policy of his Government. He said focus has been concentrated on the holistic progress of far-flung and remote areas. Addressing a public gathering here this afternoon, the Chief Minister said that Government was fully apprised of the difficulties of people living in bad pockets and inaccessible areas. He said that considerable attention is being paid to address their development needs and mitigate problems. “My Government has sensitized the administration at all levels about the necessity of reaching out to people in all areas on the development front”, he said adding that the new initiatives and measures introduced during last two and the half years are yielding visible results on the ground. Omar said that the basic ingredient of good-governance is the empowerment of people. He said Panchayat elections have paved the way in this direction making grass root democratic institutions units of power and decision making. This, he said, would also give a new direction to the development process and help in launch of area specific works as per the needs and aspirations of the people. On development, the Chief Minister said that for opening of remote and far-flung areas for wide-ranging economic activities and generation of job opportunities, the Government has flagged construction, development and upgradation of road communication sector as one of the top most concerns. “While construction of new roads is being taken up under the PMGSY, major roads and bridges are taken in hand under CRF and other schemes under implementation in the State”, he added. Underlining the need and importance of tunnel at Zojila, the Chief Minister said that the State Government is vigorously pursuing the Centre Ministry of Surface Transport for construction of various tunnels in the State to link up remote areas and help in building a dependable road communication sector in the State. The Chief Minister said that 50 development schemes at a cost of Rs. 80 crores are being implemented in Kargil district under NABARD funding while Rs. 40 crores are being spent on the construction of 38 new roads in the district to connect 27 inaccessible villages with main roads and provide upgraded road network to many more villages. He said Rs. 13 crores are being spent in Kargil district on the development of education. The Chief Minister released Rs. 1.50 crores for the upgradation and improvement of Sub-District Hospital, Drass. He said that universalization of modern health care facilities all across the State especially in backward areas is the priority concern of the Government. Omar said that Centre Government has approved Rs. 1300 crore transmission line from Srinagar to Leh which would help in a big way to improve the power transmission and distribution in the region. He said feasibility of establishing two power stations at Drass is also being analyzed so that work on these projects is started. Interacting with Panchayat Members at Kargil, the Chief Minister asked them to render their service to the people to the best of their capacities and make the panchayats viable and delivering centres in the development process. Omar said that the Government has transferred the first instalment of powers to the panchayats to enable them carry forward development in the areas under their jurisdiction and actively participate in formulation of plans for launch of new works in various sectors. The Chief Minister also laid foundation of Rs. 40-crore Council Secretariat at Kargil which also envisages building complex for the District Development Commissioner and the district officers besides a residential complex and a hostel for Councillors. Omar also laid foundation of Rs. 50 crore 200-bed Super Speciality Hospital at Khurbathang. He inaugurated Rs. 8 crore 4.50 MW power station at Kargil consisting of 3 gen sets of 1500 KV each. This will augment the power supply to the town. Minister for Rural Development, Ali Mohammad Sagar, Minister for CA&PD, Qamar Ali Akhoon and Chief Executive Councillor LAHDC, Kargil, Kachu Ahmad Ali were accompanying the Chief Minister. The Ministers also addressed the public gathering and Panchayat members.
