Category Confederation allege discrimination with reserved incumbents

Jammu, Sep 12: The All India Confederation of SC/ST/OBC organization has highlighted the discriminations being meted out to the employees belonging to the reserved categories at various levels in the present Government.
The President of the confederation R.K Kalsotra in his address has highlighted that, whether it is a case of recruitment, promotions or posting every where the employees belonging to reserved category have been discouraged.
No proper implementation of reservation rules is ensured by the Government deliberately to cause huge loss to the community.
As a result a strong resentment is brewing within the community.
The matter of wrong fixation of seniority of KAS officers and wrongly placing them at the bottom against all existing norms has already attracted the media headlines and confederation staged strong demonstration on roads.
The Government has failed to protect the interest of reserved communities on all fronts. The confederation has also approached the Dy. Chief Minister and other ministers of council and members of reserved categories in the houses and apprised them of the treatment being meted out to them and appealed to all of them to protect the interest of the community employees in the right perspective of reservation rules and protections given to them by the constitution of India as well as of J&K State.
The confederation appealed to the Chief Minister, J&K to personally intervene in the matter as the officers sitting in the GAD are deliberately not implementing the provisions of reservation in promotions in its right perspective and wrongly placing the reserved categories officer of time scale of KAS at the bottom and also officers falling in the same scale belonging to different departments are being pushed at the bottom.
Moreover, the SC/ST officers are compelled to go for litigation for redressal of their grievances in the courts as the officers in the GAD are always indifferent to their rightful claims.
Also judgments in favour of reserved categories officers are not being implemented on the one pretext or the other but at the same time those against reserved categories and in favour of general categories are readily being implemented by the Government.
The confederation further appeals to the Chief Minister, J&K state to issue orders for immediate withdrawal of final seniority list of KAS officers issued by the GAD in violation of all provisions of law and restore the seniority of officers as per the tentative seniority list issued after the approval of cabinet and establishment–cum–selection committees as per KAS rules, so that Justice seems to be done with the reserved categories officers.
Further it is appealed to the Chief Minister that some of the officers who are sitting in GAD for the last more than 10 years are strongly against the reserved categories be immediately shifted from there.
Others who addressed include Shah Mohd., Ramesh Sarmal, C.L. Kandley, Garu Sudra, Romesh Kaith, Harbans Lal, Gofoor Ahmed, Aziz Khatana and Mohan Lal.
