CB arrests CAPD asstt director, 2 others for alleged misappropriation of ration

JAMMU, Sept 12: The crime branch of police today arrested an assistant director, a tehsil supply officer (TSO) and a storekeeper for allegedly misappropriating food grains during their posting at Udhampur.
The accused included assistant director Vijay Kumar Singh, TSO Rashpal Ram an storekeeper Ramesh Chander. They were booked under sections 420, 467, 468 and 120-B of RPC read with section 5(2) of P C Act.
A huge quantity of food grains was alleged to have been fictitiously shown dispatched by the accused to various stores and sale centres/dealers in Udhampur district in 2009.
The food gains shown dispatched in records had actually not been transported, thereby causing a huge misappropriation of food grains.
Money against the carriage of these food grains had also been withdrawn, according to CB sources.
The excess quantity of ration shown dispatched was around 34,578.45 quintal and the transportation charges drawn against these fictitiously dispatched food groins amount to Rs l.05 cr, the sources added.
The fictitious dispatches had been shown to 22 dealers and one sale centre which were located in far-flung areas of Udhampur and transportation charges for these places were also very high.
The scrutiny of the Issue Registers of the stores revealed that such a huge quantity of ration was neither due as per quota fixed by the department nor had the transport charges for these food grains been paid to the dealers.
The amount of Rs 1 cr was requisitioned by the assistant director at the instance of the TSO and the same was received from the accounts branch of CAPD directorate in 2009. This amount was entrusted to the TSO even after his transfer when new TS0 Babu Ram had already joined the service.
Fictious bills and cash book had been prepared by the TSO to embezzle the money, the sources added, saying he had also allegedly forged the signatures of ration dealers.
The investigation of the case was still on. It was felt that the sustained questioning of the arrested officials would throw more light on the involvement and style of functioning of CAPD officials.
