Bungling in Jagati forces Govt to act, RC transferred | | | Early Times Report JAMMU, Sept 12: Has the government finally woken up to act or has it started a damage limitation exercise? Stung by the special reports of the Early Times about the "mismanagement" and "corruption deeds" at the Jagati Camp, the state government has decided to change the Relief Commissioner of the relief organization and replace him with a new one. As per sources, Satish Nehru has been asked to take over from the one who has been transferred. To give the whole decision a colour of a routine transfer a farewell party was held by the Department of Relief and Rehabilitation to see off the transferred Relief Commissioner. Aware of the "rot and rumblings in the relief department" the new incumbent is, as per reliable sources, reluctant to take over the assignment. This newspaper had published two special reports about the alleged bungling and corruption in the construction of Jagati camp in Jammu as also the pre-fabricated accommodations in Kashmir valley meant to act as transition accommodation for Kashmiri Hindu employees, recruited as per the Prime Minister's employment package for the internally-displaced Kashmiri Hindus. It is, however, still not known whether the state government has started any formal enquiry into the matter. The vigilance investigation is on about the matter but it is not known whether any definite progress has been made so far. It is possible that the state government is hoping that with the transfer of the Relief Commissioner the focus will shift and the simmering discontent in Jagati will die. However, with anger brewing amongst the Kashmiri Hindus and likelihood of more information coming in the public realm, the matter may not die as "certain quarters within the government" are hoping for. The state government has over the years preferred to have a Kashmiri Hindu bureaucrat as the Relief Commissioner to serve a dual purpose. By such a choice the state government wants to give an impression to the outside world that it is entrusting the sensitive job to one amongst the victims who will handle it with more sensitivity. However, the actual politics behind it seems to have a bureaucrat with no political clout in the government to run the affairs of the Relief Organization as Kashmiri Hindus stand thoroughly excluded from the politico-administrative set up in the state. The Kashmiri Hindu bureaucrat, as per the belief of certain sections of the state government, "acts as a loyalist" to the political echelons of the administration and are more prone to serve them without any resistance". |
