Seek US help for updating surveillance gadgets | | | As far as Government response to each and every terrorist strike, whether in Delhi or in other states, is concerned it is not "wise after the event" but always unwise after the events. This is what one has been witnessing since 2008 when Mumbai was rocked by a major terrorist strike in which about 169 people were killed.It has been witnessed in Jammu and Kashmir since 1989 when the Pakistan sponsored militancy took roots in the state.And interestingly after every terrorist attack high alerts or red alerts are sounded. Additional police nakas are established for checking vehicles and movement of people. Additional companies of police and paramilitary forces are deployed in and around the area of violence for round the clock patrolling. The upgraded security grid remains intact for a fortnight or so and then it is back to what it was prior to the terrorist strike. Whenever any militancy related incident of violence takes place people have to bear with series of sermons from the Government and its agencies promising to initiate measures for preventing terrorists from repeating the incident.They talk of gadgets, including the CCTVs, to be installed for monitoring the movement of terrorists.They talk of equipping the security forces with sophisticated weapons for dealing with the terrorists. They talk of raising additional companies of paramilitary forces for increasing the manpower needed to deal with terrorists.They talk of improving the coordination among various intetelligence agencies, coordination between the intelligence agencies and the security forcss.Once the heat of the bomb blasts or the roar of the gun fire dies down all the promises are not broken but forgotten. This is what has happened in Delhi where a bomb blast outside the High Court building left 13 people dead and 88 wounded. Just four months ago the Government had, soon after a terrorist strike outside the Delhi High Court, decided to install CCTVs on all the gates. It was not done and when the terrorist carried out a bomb explosion at gate number five there is no record of the movement of militants because of the absence of CCTVs.In May the blast was carried out at gate seven. Had the CCTVs been installed it would have become easy for the investigating agencies to pin down the culprit. Instead the police, with the help of the eyewitnesses, prepared sketches of the terrorist which the NIA rejected. It is very amazing on the part of the union Home Minister,P.Chidambaram,to talk about the problem of fatigue among the security personnel because of long hours of duty in the face of shortage of manpower. This calls for raising additional police and paramilitary battalions throughout the country. Equally important for the Government of India is to seek help from Washington in upgrading the surveillance system by installing the sophisticated skywatch which has helped the American security forces to keep an eagle's eye on the movement of terrorists. There is need for acting against terrorists with a furious face and a firm hand.
