Director SKIMS takes CM, CS for a ride
`Tampers GBM minutes to get confirmation'

Jammu, Sept 13: On July 21, The officiating Director of Sher-e-Kashmir Institute of Medical Sciences (SKIMS) showed why he deserved to be in the top chair of the prestigious institute. On this day, he took the Chief Secretary and the Chief Minister for a ride. He managed to get his appointment as Director SKIMS confirmed by manipulating the minutes of the governing body meeting (GBM) held that day.
Internal sources said the governing body meeting was attended by Chief Minister, Finance Minister, Chief Secretary and Joint Director SKIMS and the faculty members attended the meeting and did usual business.
Sources said while the meeting was in progress, the Director Showkat Zarger urged the participants to consider his confirmation. The Chief Minister responded with a wave. Zarger remained silent and the meeting concluded after some time.
As per the precedents, the Joint Director prepares the minutes of meeting. The minutes are then sent to the Director who forwards them to Chief Secretary. The Chief Secretary sends the same to Chief Minister. The minutes finally reach the Director's office who distributes them among the faculty members.
Sources said when the Joint Director, who is a KAS officer, sent the minutes to Director he inserted a line or two about his confirmation as director of SKIMS. The Chief Secretary signed the minutes without reading them. The Chief Minister repeated the mistake when the minutes reached his office and Zarger achieved the cherished goal. He now happens to be the confirmed Director of SKIMS.
The minutes have not been distributed amongst the faculty members till date. Sources said the Director was waiting for transfer of the Joint Director. "Once he is transferred, the minutes will be distributed", they said.
The Director was not available for comment. A scribe, however, contacted the Joint Director. He refused comment. "File a petition under RTI ACT. You will come to know about the truth", he suggested.
