FRAME STRINGENT ANTI TERROR LAWS

The blast which took place outside Delhi High court on last Wednesday in which over than a dozen have been killed and more than 50 suffering grievous injuries has once again exposed the hollow tall claims of the government for claiming improvement and enrichment of security . The plight of the common citizen of this nation is at the mercy of God and to the mercy, of the perpetrators of terror who own strength to strike at will unhindered anywhere, they wish to strike. It was assumed that Mumbai attack would make government learn a lesson to devise a formidable sound proof security plan to catch the culprit before their action but sadly enough after the lapse of eight days ,our security and intelligence apparatus is still groping in the dark and relying on the perceptions etc. Definitely, such type of occurrences reflect that there is a communication gap between different intelligence sources which urgently required to be addressed to without delay and fail in the near future .To the sheer dismay ,it is common citizen who bear the brunt of the terrorists strikes and politicians after shedding the crocodile tears just balm the injuries to save themselves from the ire of public wrath likely to emanate. Every time Ex gratia relief is given to the victims but one asks that is it enough to cover the loss of those who have fallen victim to the respective families, state and society .Only God knows that how many more such deaths will awake the Government to arise from the deep sleep to formulate stringent laws to curb the terrorists acts. If the country like US could avert a repetition like 9/11, then why not India. Surely we lack’ will ‘to nail the culprit otherwise Rajiv Gandhi’s Killers and terrorists like Afzal Guru and Azmal Kasab would have been hanged by now to let the world know that in India too tougher laws exists and any thought to creep into the domain of India could prove disastrous .But as this is undone so far and when such a state would commence and prevail is hard to claim. Till then, remain prepared to meet the unforeseen events in future as well.
In order to overcome the threat ,solely banking on the endeavours of NIA is not going to solve the issue .What is desired the most, is to enhance the competitiveness/coordination of the lower subordinates of different agencies/apparatuses. So far this is quite shoddy and not encouraging to feel boast of .The study reveals a startling fact that the source money which is unaudited for the generation of sources is mostly siphoned off by the senior functionaries and even 25 % of the earmarked source fund is not distributed among those lower field level workers who are expected to deliver the good by generating a qualitative information. With the result that the sources could not be generated and there is inadequate flow of the information, which is not of the highest standard to extract results. Sometimes the flow information does take place at such a snail’s pace but coincidentally it takes place at that time by when preparation cannot be made quickly to avert the horror. Under such circumstances it is always hard to hope for the best.
The lower field level workers console with the fate to be fed with the two times meals owing to lack of motivation, reward or recognition .Generally it is heard that senior functionaries compel Field staff to ask the sources to provide the effective actionable information but the source think it otherwise. Source is unemployed, clever and shrewd and shall disseminate only one purposeful information out of ten vague information as a result of which he loses trust. But this trust deficit could be compensated by proper feeding to the source even if the flow information is delayed because except reliance there is no scope or the way to accrue anything from the said individual . The secrecy and security of the source is always of the prime concern but generally due to inadequate protective cover, source do not come forward leaving the field staff to wander in air and confusion .
Last but not the least ,the general public has to rise to occasion and must ensure it to be their moral duty to extend valuable information without any delay and hesitation .Being the citizen of this nation ,it becomes the duty to share every bit of information with the nearest accessible uniformed /non uniformed police personnel to lessen the burden and speed up the investigation process. Until this is not done there is little ray of hope of averting the nefarious designs of anti social and anti national elements.s
