Several govt schools sans drinking water, toilet facility

JAMMU, Sep 14:-The state government is making tall claims of having taken developmental works in the state to a new level. But the govt. has gone into deep slumber and is not at all worried about the infrastructural deficiencies in govt. schools. It has totally become indifferent to the difficulties being faced, in government schools, by all the students and the teachers in general and by the female students and the female teachers in particular.
In an RTI application filed by Vilakshan Singh, Advocate, the Public Information Officer/Joint-Director, Directorate of School Education has stated that
Out of total 7593 Government Primary Schools in Jammu Division 5353 do not have drinking water facility and 5894 do not have toilet facility.
Out of total 2938 Govt. Middle Schools in Jammu Division 1648 do not have drinking water facility and 1417 do not have toilet facility.
Out of total 602 Govt. High schools in Jammu Division 193 do not have drinking water facility and 202 do not have toilet facility.
Out of total 296 Govt. Higher Secondary Schools in Jammu Division 49 do not have drinking water facility and 63 do not have toilet facility.
The students and the teachers in these schools are being denied even the basic facilities which are provided even to the prisoners.
Vilakshan Singh also expressed surprise over the fact the 202 High Schools and 63 Higher Secondary Schools in Jammu Division do not have toilet facilities. Besides female teachers, young girls of the age of 12 to 18 years go to attend classes in High and High Secondary Schools. Denying these female teachers and students toilet facilities is not only a failure on the part of govt. but is an act of inhumanity.
It is surprising that the state govt. has been unable to construct toilets in almost 65 % of schools. Vilakshan Singh also said that the state govt. manages huge funds and packages for the surrendered militants and the stone pelters but it is apathetic towards the deprivation of human rights of the students and the teachers in govt. schools.
The state govt. has vide SRO 123 of 2010 made very strict rules for private schools regarding drinking water facility and toilet facility but there are no such rules for the govt. schools. As per SRO 123 each private schools should have separate toilet facility for Boys, girls and the staff But, as is evident from the information provided above, in most of the govt. schools even one common toilet has not even been provided. The state government is making the students to pay for their parents' inability to send their wards to private schools by denying these students the most basic facilities a human being requires i.e. the facilities of drinking water and the toilets.
