| Illegal promotions in PHE, Mechanical Operator under scanner | | | Sumit Sharma/

JAMMU, Sept 14: Public Health Engineer (PHE) department which is already facing charges of back door appointments, fraud and corruption once again face black spot in the shape of illegal promotions.
The allegations of illegal promotions came into being in Public Health Engineering (PHE) department following complaints lodged in the State Vigilance Organization which during investigation found the allegations true and dispatched the letter to the Commissioner Secretary GAD directing him to undo wrong done.
On the basis of complaint that one Som Nath, Mechanical Operator, Mechanical Division North, Jammu taking advantage of political pressure grabbed the higher designation to which is not entitled to. Vigilance sleuths during verification came to know that up gradation granted to the Som Nath on 18.9.1989 was not admissible because arrange in designation from fitter to mechanics had been barred, besides, further conditions for upgradation were not fulfilled by him as he was under matric and was not ITI diploma holder, besides, does not qualify the minimum service required for the said upgradation, which resulted in wrong fixation of his pay.
The further promotions given to him from time to have been found to be illegal. The salary he was withdrawing since he managed appointment touching around fifty lakh and the same was to bear from the pocket of state exchequer. State Vigilance Organization through letter No Vide UD-34/09-4567-69 dated 15/03/2011 directed Commissioner Secretary General Administration Department to place the official in his proper position, designation and rank, get the salary of the Som Nath re-fixed and excess drawn salary by him may also be recovered.
Besides, departmental action may also be initiated against the officers who are responsible for illegal upgradation, promotion of Som Nath. The action taken must be shared to the vigilance office. However, sources with in PHE informed that Som Nath was enjoying patronage of a senior politician, which need to be probed. They went to extent that complaint of Som Nath regarding illegal promotions is a part of entire episode.
Meanwhile, GAD further apprised the matter to the Under Secretary to Government PHE/I&FC department which in turn sought report with in week from The Chief Engineer PHE Department, Jammu under letter No PW/PHEJ/NG/57/2011. Confirming the reports Chief Engineer PHE when contacted said that he had just received the letter and the reports in this connection is to be prepared for the day to come.
