DOPT seeks strict action against 3 delinquent IAS officers | Submission of annual property statements | | Syed Junaid Hashmi JAMMU, Sept 14: Three IAS officers of Jammu and Kashmir are among those 90 IAS officers who have failed to submit their property returns despite several reminders. Sources said that these officers include Bishen Dass Sharma (JK: 1995), Bua Ditta (JK: 1995) and Dr. Tanveer Jehan (JK: 1995). Of these three Bishan Dass Sharma is currently Commissioner/Secretary Animal Husbandry, Bua Ditta Bhagat is Chairman of high profile State Service Recruitment Board (SSRB) while Dr. Tanveer Jahan is Commissioner/Secretary of Higher Education. Sources said that Sharma has not submitted IPR with Department of Personnel and Training (DoPT) for last three year consecutively while Jahan and Bhagat missed the annual financial statement of the year 2010. They added that despite repeated reminders, these officers preferred not to submit their IPRs for the reasons best known to them. Sources disclosed that DoPT has written to the state government in this regard and sought action taken report against the defaulters. "Ministries/Departments are well aware that the Immovable Property returns (IPR) in respect of Central Secretariat Service Officers (Under Secretary and above level) are required to be furnished to DOPT by January 31 of every year," said an official seeking anonymity. "However, despite repeated reminders IPR for the year 2009 which was to be received by this division by January 31, 2010 and IPR for the year 2010 which was to be received in this Division by January 31, 2011 have not yet been received in respect of Bishan Dass Sharma, Bua Ditta Bhagat and Dr. Tanveer Jahan," fifth reminder by DoPT said. Ministry, through its missive, pointed out that "several defaulting officers have indicated in their Annual Performance Assessment Reports (APARs) that they had submitted their IPR on time, whereas the IPRs have not yet been received in this division. "In case, statement made in the APARs by officers does not reflect correct position, suitable action may be taken under relevant rules," it said. Ministry had earlier directed that appropriate entry regarding late submission/non submission of IPRs should be made in relevant APARs of concerned officers. DoPT also sought details of action taken against defaulters by the state government. Sources further said that a good number of IAS officers including these three have repeatedly written to the government against making their property returns public. They said that these officers have referred to security considerations as reason for seeking exemption from making their IPRs public. However, certain RTI activists and crusaders from the media have repeatedly said that when all the IAS officers except the three mentioned above have declared their assets which have also been put on the website of Department of Personnel and Trainings at the Government of India, then what is reason why the state general administration department is keeping it secret. These activists argue over that how can mere providing of information about the annual property statements or assets of IAS or KAS officers be a threat to their life and property. They maintain that not the IAS officers but the state government is showing reluctance in unveiling the assets information. "It is state government which has been giving a-class treatment to its officers especially the IAS Babus. It is not required since they are public servants and whatever they earn should be open to public scrutiny," said an officer. On the contrary, IAS lobby argues that property statements of IAS/KAS officers are confidential, disclosure of which would cause unwarranted invasion of the privacy of the individuals. Besides, they say that supply of the information to the appellant shall not serve larger public interest and has no relationship to any public activity." |
