Not long before the Congress-NC alliance splits apart

JAMMU, Sept 15: The cracks in the NC-Congress coalition could simply not be bigger. In the latest revelation on the worsening relations between the ruling partners, the Congress circles in Jammu and Kashmir blame Chief Minister for not initiating a move on cabinet expansion with the Congress high command.
In discomforting disclosures, senior Congress leaders said, "We have been waiting for the expansion of the council of ministers for the last one year but it has not been carried out."
They said a broad hint had been dropped from the CM's camp in March saying that the expansion would be carried out after the end the budget session of the state legislature but again the Chief Minister has slept over the matter.
In yet another embarrassment for the alliance, one leader said Omar Abdullah may be deliberately delaying cabinet expansion after he has been enjoying the benefits of holding the PWD and R&B portfolios and of allocating Home to his junior man.
The Congress leader argues the R&B portfolio should have been given to a Congress legislator as it was held by a Congressman, G.M.Saroori who had quit the cabinet. He said under the coalition dharma, the MOS Home should have been allocated to a Congressman after the Chief Minister held the Home portfolio.
The Congress leader also held there were three ministerial posts vacant and two had been given to the Congress and one to the NC."This may be another reason for the Chief Minister to delay cabinet expansion," the Congress leader said
Asked why the Congress high command cannot be blamed for not taking any initiative on the issue, the Congress leader said "The initiative should have first come from the Chief Minister. The Congress high command too should suggest to Omar to go in for expansion of council of ministers."
The latest expressions of disgruntlement have put a question mark on the Congress-NC ruling alliance with political analysts saying it is now just a matter of time before the two split apart.
State Congress leaders said that since Omar has been able to forge good and strong links with the Congress leaders who matter in Delhi he has been simply taking "us for a ride."
In support of their contention they cited the example of nominating members to the Kargil Hill council saying that all the four members nominated by the Chief Minister belonged to the NC when the Congressmen too should have been nominated.
