Transport Deptt places ‘ineligible blue-eyed’ officials as ARTOs | | | EARLY TIMES REPORTS Srinagar, Sept 16:- In clear violation of norms Transport Department has placed some ‘blue-eyed’ motor vehicle inspectors (MVIs) as Assistant Regional Transport Officers while they were still on probation. According to government order number 24-TR of 2008 twelve MVIs were temporary appointed after they were cleared by the Services Selection Board. They were appointed on probation of two years during which they had to undergo departmental training. However, before they could complete the probation period then Commissioner Secretary Transport Department, Asgar Samoon passed an order number 02-TR on 8-01-2010 and placed four MVIs as incharge nodal officers/ARTOs in their own pay and grade for one year or till the posts were filled up on regular basis on the recommendations of DPC/PSC. “The order was in clear violation of rules as the four MVIs had not completed the two year probation. Also the ARTO which is a gazzetted post can’t be filled by a non-gazzeted official,” sources in the General Administration Department told KNS. They said even in case of emergency situations stopgap arrangement orders are issued for only six months. Sources in Trasnport Department told KNS “Thought the order was issued for one year and even after lapse of that, the officials continue to work on gazzeted posts.” The officials who have been ‘illegally’ placed as nodal officers/ ARTOs are Bipen Singh Charak who is working as nodal officer Kishtwar, Khadim Hussain ARTO/nodal officer Leg, Romesh Kumar Samotra, ARTO/nodal officer Rajouri and Pawan Kumar ARTO/nodal officer Ramban. Similar orders have been issued in the past as well, sources said. When contacted Commissioner Secretary Transport Department Pradeep Gupta told KNS that every such order being issued goes to the GAD for information. “If the order is against service rules, they should write to us and we will revoke it,” he said. However, Gupta said that he will go through the order first and then only will be in a better position to comment on it. “It (order) has been passed by my predecessor,” he added.
