SVO books director health services, others in medicine purchase scam | | | EARLY TIMES REPIRT JAMMU, Sept 16: State vigilance organisation (SVO) today registered a case against Ashok Kumar Sharma, former director health services, Jammu, and some NHRM officials for allegedly purchasing medicines worth crores on exorbitant rates. According to SVO, a preliminary inquiry was conducted into the allegations regarding
purchase of medicines worth crores of rupees on exorbitant rates by Sharma, ignoring
the codal formalities and standing instructions. It was alleged that the medicines were procured from the firms which had been
permanently deregistered and blacklisted by director general health services (medical
store organization), New-Delhi. It was also revealed that NHRM director too had requested Sharma to purchase drug
kits, which under NHRM were to be supplemented to the health institutions of the
state, from central public sector enterprises as per the guidelines issued by union
ministry of health and family welfare. The SVO FIR revealed that Sharma issued limited NIT for the purchase of medicines
from CPSE. These medicines did not fall within the ambit of 102 medicines approved for
the purchase. SVO found that M/s Rajasthan Drugs & Pharmaceuticals Ltd had purchased ORS
powder for supply from M/s Syndicate Pharma Indore and the supplying firm M/s RDPL
had been permanently blacklisted for ORS powder by director general health services
(medical store organization). Anil Lohati, a representative of RDPL, had been presented three cheques bearing Nos
203156, 203157 & 203158 each amounting Rs 49,24,008 drawn in favour of M/s
Karnataka Antibiotic & Pharama Ltd and M/s Rajasthan Drugs & Pharmaceuticals Ltd.
It also transpired that one Kamlesh Daga of Plsti Surge Industries, Amrawati, had
played the part of middleman. The inquiry prima-facie established that norms had been violated for extraneous
considerations which resulted in huge loss to the public exchequer. The SVO has registered FIR against Sharma, members of the tender opening
committee, NHRM officials and member of verifying committee under 5(1) (d) read
with section 5(2) of J&K PC Act 2006. No arrest had been made in the case so far.
