Plan to move resolutions on extraneous issues | | | Instead of utilising time and floor of the state Legislature for discussing people related problems and difficulties and find out solution to those difficulties some members of the Assembly try to rake up extraneous issues which if allowed to be debated may give rise to new tensions and conflicts. Already Chief Minister,Omar Abdullah's statement on the clemency of Afzal Guru, who has been awarded death sentence on charge of his involvement in the terrorist attack on the Parliament building in 2001 had plagued the state by new controversy and conflict. And what seems to have added to this controversy is the decision of one independent MLA, Er Rashid, to table a resolution in the Assembly seeking the House approval for grant of clemency to Afzal Guru. Since the speaker plans to admit the resolution it seems that the discussion on the resolutuon may assume regional and communal overtones. It may also bring the coalition between the Congress and the National Conference under strain. If not anywhre else people in the Kashmir valley will be watching with interest the stand that the Congress may take on the issue. Another resolution that may trigger regional and communal passions pertains to the one being moved by the PDP MLA, Nizam-ud-Din Bhat. Bhat has decided to move a resolution seeking support of the House for deletion of section 3 of the state constitution by virtue of which state is an integral part of India. Sensing that the resolution aimed at challenging the state's accession with India may kick up new controversy the party leadership has distanced itself from the resolution and its mover. It is to be seen whether the Party will take some action against Bhat or allow him to move the resolution.Thanks to the speaker, Mohd.Akbar Lone, who has rejected the resolution. Hence Bhat may not be able to table it.The PDP leadership has already made it clear that it was not the party's ideology to question the state's accession with India.This way Bhat's resolution may not have generated heat as besides the PDP, the NC, the Congress, the BJP and the Panthers Party were not going to support it. Possibly to counter Bhat and Er Rashid the BJPplans to move a resolution in the Assembly seeking House approval for reclaiming Pakistan occupied Kashmir. The resolution was being framed on the lines of the resolution adopted by the Parliament in 1994. Since 1994 not a single step had been taken to implement the resolution becase any plan to execute the resolution could have further escalated the level of tension and conflict between the two countries and opened doors for international conspiracies being played on the soil of Kashmir. What could be the purpose of the BJP resolution when even India has not been able to fully check import of militancy from across the LOC. Hence it would be construed that the BJP plans to address issues that are dear to its voters in the way resolutions on the delection of section 3 from the state constitution and clemency for Afzal Guru are meant to keep the vote bank in the valley intact. The PDP leadership deserves praise for its decision to oppose Bhat 's resolution which even with the support of the 21 PDP members was bound to be defeated. |
