| Snoring commissioner infuses slumber in animal/sheep husbandry departments | | | Early Times Report
JAMMU, Sept 16: The animal/sheep husbandry department has always been the least cared for and the least sought after administrative office for the senior bureaucrats. Thus the least interested on the list of senior bureaucrats are assigned the displeasing job of heading this department.
Nobody bothers about the fact that animal/sheep breeding and rearing is in more than one way the backbone of our rural economy. If this department is run by well meaning and hardworking commissioner/secretaries the department can really rise up to the expectations of the people and deliver.
The department has been assigned to the charge of a commissioner/secretary who after failing to get any better was posted to cool his heels in the animal/sheep husbandry administrative office before retirement next year.
Taking the posting in the real spirit of pre-retirement paid period, the present commissioner/secretary has been literally sleeping in his office chamber. If somebody happens to peep into his chamber which is not allowed by his peon because the 'Sahib is busy working on official files', one discovers that a comfortable soul is peacefully snoring during the office hours. What other comfort can somebody retiring next year demand?
In between the periods of his snoring comfort and busy official schedule, the officer on one pretext or the other, rushes to state's winter capital, sometimes via Bannihal Tunnel and sometimes via Simthan Pass, like he has decided to do the day after!
"The files are regularly cleared by the officer and we don't have anything pending", says a junior officer in the administrative secretariat headed by the snoring bureaucrat. How can there ever be anything pending when the senior most officer heading a department at the commissioner/secretary level chooses to spend his time snoring inside the office? He instructions must be clear and explicit. Send nothing to my chamber. Dispose off files as you deem fit at the lower level by raising queries on every file that seeks administrative approval or needs an important decision to be taken by the commissioner.
The result has been that all the directorates working under the gentleman have learnt the good art of sending nothing to the office of their top boss. He must not be disturbed. This is the refrain of all the officials at the directorate levels. And the State Chief Minister, Omar Abdullah has been saying that animal/sheep husbandry department is among his top priorities since the CM believes the rural economy cannot fully take off unless supported substantially by the improvement in quality of livestock and their production at the ground level.
One thing is really working in the administrative secretariat of the animal/sheep husbandry department and that is the regular and without fail charges of bribes even for issuance of no demand certificates in favour of the retiring officers.
Where the commissioner/secretary snores inside his office, where retiring officers must pay for no demand certificates, why shouldn't the attendants and shepherds in the meadows and the government run animal/sheep farms? |
