All eyes on draw of lots for resolutions today
21 admitted finally, 7 to be selected for debate

Jammu, Sept 16: Notwithstanding the resolution on seeking clemency for Afzal Guru having been admitted by the Assembly Secretariate , the real outcome as regards its enlisting in the schedule of business for debate and discussion on the floor of House will emerge tomorrow. The balloting for all resolutions admitted so far will be held tomorrow in presence of all the MLAs concerned in order to shorlist the numbers for inclusion in the business.
Though the system of draw of lots for huge number of resolutions received every time when the session is held is a normal practice, this time it assumes significance in terms of few resolutions that can bring some discomfiture to the parties politically .All eyes are however on the Resolution on Afzal Guru and notwithstanding its acceptance so far, its fate will get clear by tomorrow . While opposition PDP and other Kashmir based parties are already clear about their strategy on this resolution in the event it is through for debate, it would bring in its fold some worries for the ruling allies, particularly Congress as to how it would respond to the discussion.
Sources said Congress is actually looking forward to probability of it not getting through in the draw of lots which is scheduled for tomorrow morning. In fact some more changes have been seen as far as the total number of resolutions have been admitted so far. While the Speaker Mohammad Akbar Lone two days back said that a total of 35 out of the 39 resolutions received by the Assembly secretariat have been admitted, sources today said that only 21 resolutions will be put to balloting , including one by Independent MLA Abdul Rashid Dar seeking amnesty for Afzal Guru. Out of this number only 7 resolutions will be finally selected for debate and discussion during the autumn session beginning from Sept 26.
The remaining resolutions have been discarded as these had not been moved according to the rules of the Assembly. Since the session is for brief period, the Assembly Secretariat could not accommodate more resolutions for inclusion in the list of business for debate and discussion in the House. The resolution submitted by the BJP MLA Ashok Khajuria on reclaiming the POK territory has also been admitted and it would also face balloting tomorrow, sources added.
Though the draw of lots would be held in presence of the MLAs concerned whose resolutions have been admitted, but the draw in terms of picking up the resolutions randomly would be conducted by some class four employees who are supposed to be completely ignorant about the nature or subject of the resolutions. However, this exercise shall , as per the earlier practice be held under proper norms as ensured by the procedural rules of the Assembly.
As for the parties, Congress has not yet opened up its cards on the strategy, specifically on Guru Resolution and the party leadership is actually waiting for tomorrow's draw of lots on resolutions which has assumed much significance this time.
