Infrastructural facilities minimal in Govt schools in J&K | | | EARLY TIMES REPORT JAMMU, Sep 17:Despite adequate financial assistance from the centre and sizeable annual allocations on education by the state the condition of Government run schools in Jammu and Kashmir continues to be pathetic. Official reports, while admitting failure of the Government in developing the much needed infrastructure for the educational institutions, have revealed that as many as over 4500 Government schools in various areas of the state function without buildings. Either the classes are held in the open or under tattered tents or within the dilapidated structures. Reports said that most of those schools that function without buildings remain closed during adverse weather conditions. According to these reports, more than 4000 primary schools, most of them in the remote rural areas do not have buildings. There are over 600 middle schools where the classes are held in the open, under the shady trees. What seems to be quite amazing for the academicians is the way the Government has paid no heed to a situation in which over 70 high schools and seven higher secondary schools function without buildings. As a result of this problem over 800 schools do not have either the drinking water or toilet facilities. Experts said that in the absence of proper buildings there has been no possibility for the school authorities to establish laboratory and library facilities. More than 500 schools function in dilapidated buildings and during heavy rains class work is suspended because of leaking roofs. As far as playfields are concerned over 60 per cent of the total schools do not have any such facility. A number of school teachers favour a probe by a high level judicial team to find out what are the reasons responsible for poor management of Government schools, for lack of buildings and for lack of laboratory and library facilities when funds are said to have been released for such activities. These teachers want a thorough probe so that all those skeletons in the cupboard of the Education Department were exposed. They want the Government to restructure its policy on Education so that the emphasis was given on upgrading the infrastructure instead on opening new schools.
