Agreement between JCC and Govt triggers division among employees | | | Early Times Report Jammu, Sept 17: While the leaders of the Joint Consultative Committee (JCC) of the State Government employees have called the agreement signed by the JCC and the State Government as 'Historic', the Jammu and Kashmir Employees' Joint Action Committee (JKEJAC) representing the government employees and the forum of All J&K Plus 2 lecturers have called the agreement as a 'Fixed Match' and a 'Sellout' respectively. JKEJAC has gone to the extent of saying that the 'Fixed Match' had been organized to bail out the State Government at a time when it is stricken with crises of all kinds. "There is nothing in the agreement. What are the JCC leaders trying to befool the employees for?" said the JKEJAC leaders. JKEJAC Friday rejected as "drama" the agreement between government and some "opportunistic" employees' leaders who it said had "betrayed" the cause of the employees. "These opportunistic leaders betrayed the employees who were waiting for an honorable settlement of their basic issues particularly release of the 6th Pay Commission Arrears in cash and regularization of casual, contractual, consolidated, adhoc, Anganwadi workers etc, the worst sufferers of the Government's anti-labour policies," Shabir Ahmad, senior JKEJAC leader flanked by a number of leaders told reporters at the Press Conference. The employees' body further described the "negotiations held yesterday as fabricated and managed by the vested/ opportunist leaders." "It was just an eye-wash by the so-called leaders," it said adding that it strongly condemned the "agreement and wants to make it clear that these so-called leaders have lost the mandate of employees." Separately, addressing reporters, JCC led by Abdul Qayoom Wani, Khushid Alam, Ram Kumar and others hailed the decision by the government. The JCC also called off the four day strike from September 26. This was announced at a press conference in summer capital Srinagar yesterday. A formal agreement was signed between the JCC leaders and government with the latter agreeing to pay 100 percent arrears of 6th Pay Commission in five years with 20 percent being released during the current financial year. The All J&K Plus 2 Lecturers' Forum has also condemned the agreement signed by the so-called leaders under the influence of Government and termed it as another" betrayal and sell out." The Central Executive of the Forum which met under the chairmanship of its president, R.D. Qureshi has taken a serious exception to what the forum labels as, "The complete surrender of the JCC leaders before the Government." The forum said it has rightly rejected the so called agreement. The Forum expressed its surprise that the Government has already wasted six long years and for further five years it has blocked the payment of the 6th Pay Commission arrears. "The agreement on the terms and conditions devised by the government exposed the foul play and the hidden dealing between so-called leaders and the Government," the Plus 2 lecturers forum said. The Forum has also expressed anguish that the payment of arrears in 5 years that too through GPF is nothing but a "cruel joke and an eye wash with the 5 lakh State Government employees. "The agreement that the so-called leaders have signed has given a severe setback to the employees who are debarred from getting the benefit of the 6th Pay Commission arrears which are due from 15th January 2006 and even the interest on the arrears due to an employee runs into thousands of Rupees." R.D. Qureshi while speaking on this occasion appealed the working classes for a broader unity to get the desired goals. Those who also spoke on the occasion included Charan Dass and Manmeet Bali, both Vice Presidents, N.S Jamwal General Secretary, Ashwani Sharma, Chief Organizer and B.D. Sharma District President Jammu, TarseIn Singh, O.P Katoch beside others. |
