| | | crossborder activities call for upgrading security Now that Prime Minister,Manmohan Singh,has talked about the plan on reactivating crossborder camps for militants it calls for further review of the security grid that exists on the LOC and the IB in Jammu and Kashmir.And in the light of Prime Minister's apprehensions on the security scenario that may emerge in the near future there is also need for strengthening the security grid in other states too where Pakistani agencies have framed and formulated Indian terrorist module of the type of the Indian Mujahideen(IM).During the last three years the activists of the IM have become quite active in carrying out terrorist strikes not only in Delhi but in other areas of the country.No doubt New Delhi has supported sustained dialogue with Islamabad but the policy framers in India and senior functionaries of the country's Armed Forces need not downgrade the security grid under the hope that the prolonged conflict between India and Pakistan could be resolved through the process of dialogue. There are two factors responsible for it.One is that the dialogue process is time consuming and its result cannot be predicted.Secondly,the establishment in Islamabad is not in total control of the activities of the extremists,fundamentalists and terrorists.It is not in full control of the Army and the ISI.Neither the Army nor the ISI accept dictation and direction from the Government in Islamabad.As such New Delhi has to follow a twin strategy for dealing with Pakistan and for tackling Pakistan sponsored insurgency.First,New Delhi need to favour sustained dialogue with Islamabad so that it was able to cultivate the political leadership in Pakistan for resolving bilateral problems.Steps have to be taken to end the "political war"that has been going on between New Delhi and Islamabad.Secondly,effective security measures needed to be initiated for foiling infiltration and import of crossborder terror. It is in this context that Manmohan Singh has called for effective and upgraded security system for foiling ingress of groups of militants who have been given arms training in camps in Pakistan and occupied Kashmir in recent months.Experts are of the opinion that once the level of ingress was reduced to zero it would ensure peace in Jammu and Kashmir where the number of local militants have,right from 1990,been lower and weaker than the foreign mercenaries.Over the years it has been seen that tackling local militants has been easier than dealing with foreign mercenaries,especially those from Afghanistan and NWFP of Pakistan.It is so because foreign mercenaries are strong fighters and have no love for Jammu and Kashmir state and its people.Against this local militants ultimately surrender or get eliminated as has been the case during the last over 21 years.It has been seen that despite raising an eight feet tall border fence and installation of electric and electronic gadgets,including sensers and floodlights on the LOC and the IB,militants have continued to sneak into Jammu and Kashmir.This has warranted deployment of additional companies of troops for plugging some unconventional infiltration routes.Besides this let paramilitary forces be deployed in those villages that kiss the Indo-Pak border line |
