RTI: Sangarsh demands immediate appointment of two IC’s | | | Early Times Report JAMMU, September 22: Sangarsh RTI Movement in J and K has reiterated its demand for immediate appointment of two State information commissioners. Today in a press statement the Sangarsh RTI group has said that in absence of the full commission, the commission is not functioning properly. Citing section 12[2(a,b)] of Jammu and Kashmir Right to Information Act, the activists group said there is provision of one state chief information commissioner and two state information commissioners. It further underlined the pendency of 2nd appeals and complaint cases which are increasing with the commission and the citizens are being deprived of their right to speedy justice. With deficiency of the full members of the state information commission, the chief information commissioner is not able to perform and deliver promptly due to over-burden of the cases and other administrative assignments. Moreover, with the Darbar Move, it is not feasible for CIC to look all the three regions of the state. There are several complaints and appeals of the RTI users which are lying with the commission since long but these cases remain unattended. Hence the immediate appointment of the two IC’s is need of the hour and the state government must act swiftly honoring the provisions of the RTI act and rights of the people. The Sangarsh group also urged the state finance minister to make budgetary provisions for the RTI from the next financial year. It is pertinent to mention here that as of now GR Sufi is the first and only state chief information commissioner who took over on feb, 28 this year.
