Direct contact between two armies may reduce trust deficit | | | When Major General,Rakesh Sharma, GOC 10 Infantry Division favou-red direct contact between the armies of India and Pakistan, at a recently concluded seminar in Jammu university, it did not cause any amazement among the academicians, intellectuals and senior Army officers who were present in the conference. Majority of the listeners seemed to be supporting Sharama's views on the plea that when bilateral talks between India and Pakistan were going to be a continuous process there was no harm if the senior functionaries of the two armies interacted.It is an admitted fact that the Kashmir issue is political in nature requiring a political solution. But at the sametime while a resolution to the problem has eluded the two sides the two armies could meet to evolve measures for ensuring peace in the Indian subcontinent. If, despite the ongoing peace process having been initiated at the political level, there is conflict and tension on the Indo-Pak border it is the result of lack of understanding between the two armies. It is in this context that Major Gen. Sharma has called for direct contact between the two armies for building better understanding.During the last about 60 years it has been seen, rather experienced, that notwithstanding presence of a civilian Government in Islamabad Pakist ani Army has played and is playing bigger role in shaping and unshaping the future of Pakistan. The Army and the ISI, that functions under it, have emerged as epicentre of real power in Pakistan. Over the years there have been series of talks between political leaders of India and Pakistan but there has been no success in ending the six decade long conflict. Whenever the two sides were on the thres-hhold of some settlement the Army authorities in Pakistan would sabotage the process. This indicates that compared to any political leadership the Army and the ISI in pakistan enjoy the real power. There have been occasions when direct contact between political leaders of India and Pakistan has taken place. There have been occasions when political leaders from India have had interaction with the military rulers of Pakistan. But the bilateral problems could not be resolved.The reason being that Pakistan,whether under the civilian or the military rule, has been harping on the settlement of the Kashmir issue which could be followed by the resolution of other problems or disputes. In addition to this if the establishment in Islamabad proposes the Army authorities oppose that. At times the civilian Government is kept in dark about some adventure or misadventure of the Army as was the case of Kargil armed conflict of 1999. Hence if one thinks that interaction between the two armies can resolve some of the bilateral problms one is wrong. Direct contact between the two armies could help the two sides to reduce the level of tension and conflict on the border.Through sustained dialogue between the two armies India could explore the possibility of reducing trust deficit that exists between the two armies on the border. |
