CIC brings GAD out of slumber

It is a matter of deep surprise and concern that the General Administration Department (GAD) has not so far put on the website details of the assets owned by the IAS and the KAS officers in Jammu and Kashmir. In fact the GAD has been brought out of its slumber by the CIC, G.R.Sofi,who has asked the Department to put on Web the details of the assets of the IAS and the KAS officers within 15 days. Possibly the CIC would have not taken notice of it had not one civilian lodged a complaint with the CIC against failure of the GAD to supply him the information about the assets of the IAS and the KAS officers. It is not something new for the officers serving in Jammu and Kashmir.The practice has been in vogue for sometime in the country where IAS, IPS, IFS, IAAS officers and those who are in other central services have to submit details of the assets they own to the Government which it puts on the website.
Reports said that the GAD had initiated a weak exercise on the matter but suspended the prog-ramme of putting on the website details of the assets the IAS and the KAS officers, serving in Jammu and Kashmir,own. The GAD went slow on the matter after several KAS officers objected to it on the plea that in the light of the difficult security scenario in the state it involved risks if their assets were put on the website. Mercifully the plea has been rejected by the CIC.The CIC has informed the KAS officers that when officers belonging to the IAS cadre and serving in difficult areas and holding difficult and important assignments submitted details about their assets there should be no problem for the KAS officers when they submit reports on their assets.The CIC has made it clear that exemption on furnishing details about the assets owned by the officers in not provided for in the Act. Well if one believes that putting on website details about the assets owned by IAS and KAS officers may check corruption one may be wrong. It is so because the IAS and KAS officers are not supposed to submit details of the assets their spouses and family members own. Knowledgeable circles, while referring to IAS and KAS officers serving in Jammu and Kashmir, say that these officers have kept more than 80 per cent of their assets in the name of their wives, and members of their families, including some distant relations and friends. This way the officers can easily dupe the Government. The purpose of the exercise of putting on the website details about the officers' assets is to see whether the assets owned by the officers are within the known sources of income or not. Hence this very purpose is defeated when it is not mandatory for the officers to reveal the nature, size and worth of the assets their spouses and family members own. Even then the IAS, IPS, KAS and KPS officers, serving in Jammu and Kashmir need to furnish details on their assets which, if done, could motivate them to be careful in multiplying their assets.
