Kashmir centric NC & PDP will not support delimitation commission demand, says Harsh Dev

JAMMU, Sept 24: In case the Panthers Party bill on setting up a fresh delimitation commission is tabled in the state Assembly, during its brief session commencing in Srinagar from September 26, the ghost of regional discrimination may haunt the state again. It is so because the Jammuites feel that lesser number of Assembly segments in comparison to the Kashmir valley has been the basic factor responsible for the meagre devolution of political and financial powers to the region of Jammu.
In fact the working chairman of the Panthers party, Harsh Dev Singh, has been trying to table the Bill on delimitation commission in the state Assembly for a long time but everytime it does not come up for debate and discussion because of either shortage of time or on account of other constraints.
Asked whether he hoped that his Bill will be tabled during the ensuing session of the Assembly Harsh Dev said "I doubt." Explaining the reason behind his doubts he said that the ensuing session had business for seven days and of that the first day will be spent on condolence resolutions leaving only six days.
Harsh Dev said that since the Bill on delimitation commission has been kept on number six in the list there are remote chances that the Bill will come up for debate and vote.
In reply to another question the Panthers Party leader expressed deep amazement over the way the resolution seeking House support for clemency to Afzal Guru who has been sentenced to death on charge of his involvement in the terrorist strike on the Parliament building in 2001 has been allowed to be introduced in the Assembly. He said normally the legislature does not discuss or debate the Supreme court's verdict.
Harsh Dev Said that another cause for amazement for him was the way the clemncy resolution has been given preference to his Bill on delimitation commission.
Asked what could be the reason for it he said that since the National Conference and the PDP have been opposed to the demand for setting up a fresh delimitation commission for reversing the wrongs they will not allow his Bill to come up for debate and vote.
Harsh Dev said "even if by chance the Bill is allowed to come up for discussion and vote the NC and the PDP will oppose it because both these organisations have remained Kashmir centric."
He said that it was strange on the part of the Congress that it continues to adopt "playing safe" on the delimitation issue. Had it been serious it could have mounted pressure on its partner, the NC, to support the demand for fresh delimitation.
He said during the previous Assembly and the Lok Sabha elections both the Congress and the NC have been supporting the delimitation issue. He said on a number of times they have included it in their poll manifestos. He added "once the elections are over both the NC and the Congress deliberately forget to fulfill their promises made on delimitation of the Assembly constituencies.
