Nambardars, Chowkidars key functionaries in land retrieving drive: Azad
Commission soon to look into their demands’

Acknowledging the sacrifices given by Nambardars and Chowkidars with martyrdom of 450 personnel during last 17 years, Chief Minister Mr. Ghulam Nabi Azad said that time has come to revive the age old honour, respect and effectiveness of institutions of Nambardars and Chowkidars throughout Jammu and Kashmir.
He was speaking at a largely attended convention of Nambardars and Chowkidars of the state here today.
The function was organized by Dogra Sadar Sabha under the patronship of president of the sabha and Minister for R&B Mr. Gulchain Singh Charak.
Mr. Azad said that Nambardars and Chowkidars have vital role to play in his war against land grabbers and encroachers. He said SRO has been issued where under any person who has a land under his illegal possession beyond 10 kanals has to surrender it to the government at any cost. For this purpose, Nambardars and Chowkidars have to prove their dynamism and effectiveness. He said that those who have encroached land below 10 kanals and are using it for agriculture purposes are entitled to get the same regularized after paying 15 percent of the market rate of the land with the condition that it will be non-transferable and shall continued to be used as agriculture land by him.
Chief Minister said that those who have encroached the state land and have constructed houses on the same land shall be entitled for regularization to the extent of one kanal after making payment within prescribed time under fresh SRO after making payment to the extent of 25 percent of the market rate.
He said that there are various provisions in the SRO which are more pragmatic and practical. He hoped that thousands of crores of rupees shall be realized from encroachers and lakhs of kanals of land will be recovered from those who have grabbed land beyond 10 kanals.
Chief Minister announced that within a week a commission will be constituted with targeted time frame to give full recommendations for assigning various jobs and fixing the honorarium to Nambardars and Chowkidars on the basis of their performance. He said commission will be advised to submit its report within three months and its recommendations will be implemented on 13th April, Baisakhi day.
Chief Minister praised all people of the state who have extended full support to him for launching this campaign against encroachers and land grabbers and hoped that all cadres of revenue department including Nambardars and Chowkidars will implement the government ordinance in letter and spirit.
Chief Minister lamented on the fact that still voices of communalism are being echoed and the casteism is also raising its ugly head and has spread in Muslim community as well, which is required to be checked. He said that Nambardars and Chowkidars in respective villages, blocks and tehsils should spread the message of love and brotherhood.
Minister for R&B Mr. Gulchain Singh Charak said that institution of Nambardars and Chowkidars is a vital link between government and people particularly in the rural areas. He said both these functionaries perform stupendous functions and have rendered commendable service to the people in natural calamities as well as in peace and development process.
Mr. Charak said that Nambardars and Chowkidars have to play yet another important role in Mr. Azad’s war against land grabbers and encroachers.
President All Jammu and Kashmir Nambardars and Chowkidars Association Mr. Bashir Ahmad Teli in his memorandum submitted to Chief Minister highlighted their demands. They also honoured Mr. Azad by presenting a turban and shawl to him.
Among those present on the occasion were Minister of State for Revenue Mr. Prem Sagar Aziz, Minister of State for Industries and Commerce Dr. Romesh Chander Sharma, Vice Chairman Pahari Board Mr. Shabir Ahmad Khan, legislators Mrs. Farida Mir and Mr. Abdul Majid Wani and Mayor Jammu Municipal Corporation Ch. Manmohan Singh.
