Angurana quits J&K, resident commissioner's office defunct | Chakraborty refuses to take over | | Syed Junaid Hashmi JAMMU, Sept 26: In an intriguingly quiet manner, Ashok Kumar Angurana, another 1980 batch IAS officer of the J&K Cadre, has been relieved by state government to join government of India. Sources said that Angurana has joined Ministry of Panchayati Raj as Additional Secretary on September 17, 2011. A prominent son-of-the-soil officer of Jammu and Kashmir, Angurana was neither given a farewell by the state government nor was the news of his sudden shifting shared with the media, as is done as matter of routine. Sources revealed that the real story is not that Angurana has finally escaped being a part of "dream team", but as to the behind-the-scene maneuvering attempted by a top IAS officer which delayed Angurana's relieving by almost a month. They reasoned that delay was mainly because a top IAS officer of J&K cadre at the same level of seniority, manage for himself only a "sub-ordinate" office in Delhi while Angurana despite being an "outsider" was going to a "main line" Ministry. However, the more important reason behind the inordinate delay in relieving Angurana, sources said, arose from the fear that Jammu and Kashmir government of a particular female IAS officer of 1979 batch taking over as Principal Resident Commissioner of J&K House, New Delhi. Source from the Chief Minister's office mutter in hushed tones of the heights of mismanagement and misuse of government resources i.e. of vehicles and rooms in JK House at New Delhi. They said that government has for reasons best known to it permanently allotted a Mitsubishi Lancer car to a top bureaucrat's wife in Delhi. They added that another ferries the same bureaucrat's dog to the vet regularly. Sources further household expenses of this bureaucrat including on computer printing of his daughter's college assignments are reportedly being borne by the PRC's office. Sources said that such blatant misuse is being tolerated by state government for the reasons best known to it. They added that government silently relieved Angurana and preferred against appointing an upright and "no-nonsense" officer as PRC. Sources said that despite several IAS officers of J&K cadre being available in Delhi, state government preferred to hand over the charge of PRC to PG Dhar Chakraborty who has already joined union government. However, as it has been already been reported that Chakraborty moved heaven and earth to ensure that he does escape J&K for all times to come. So poor Angurana had to hold on, till he too in sheer desperation threatened that he will then just relinquish charge and join government of India, sources said. They added that Angurana personally represented to the Chief Minister and the Governor as to how a particular IAS officer's undecipherable attitude towards him would not only cost Angurana his berth in government of India but also cause the union government to black list him from all future assignments. So Angurana was finally relieved and his charge handed over to Abdul Majid, the Assistant Resident Commissioner. |
