Legislators represent people of J&K!

Atleast the CPIM member of the Assembly,M.Y.Tarigami and the Minister for Agriculture,G.H.Mir,have shown their courage by challenging the observation of former Prime Minister of Pakistan Occupied Kashmir,Sultan Mehmood,saying that the MLAs were not representative of the people of Jammu and Kashmir.Tarigami has,without naming Sultan Mehmood,said that it was sheer ignorance on the part of those who do not treat members of the State Assembly as the representatives of people.In support of his contention he has stated that the members of the Assembly were elected after a free and fair election was held in the state.And Mir went a step ahead by not only claiming that each member represented people of not only his or her constituency but the entire state.He wanted people like Sultan Mehmood to compare the strength and vitality of the democratic practices and inst itutions that exist in Jammu and Kashmir with Pakistan and occupied Kashmir.
Possibly Sultan Mehmood was voicing his support to the ideas being floated by the Kashmiri separatists.Whenever the representative character of these separatists was being questioned or disputed leaders belonging to both the camps of moderates and the hardliners are quick to claim that they represent the aspirations and the sentiments of the people of Kashmir.But if one takes into account the system being practiced in the democratic countries for determining the representative character of a section of political leaders it is done on the basis of the votes each leader has polled during the Assembly or Parliament election.This way Sultan Mehmood's arguments do not seem palat able.Tarigami is right when he says that they have been elected not selected.Had they been either selected or appointed as members of the Assembly they would not hav been in a position to claim that they are repr esentatives of people of the state.
Yes,Sultan Meehmood's plea could have held water had legislators been elected to the Assembly through unfair means or as a result of rigging or other poll malpr actices.If one takes into account the Assembly elections held in Jammu and Kashmir in 1996,2002 and 2008 one would have no reason to question those,including the senior functionaries of the Election Commission,who claim that these elctions were quite free and fair.Yes,Mehmood can say that legislators belonging to the eight constituencies in Srinagar city representing only 20 per cent people as in these constituencies not more than 20 per cent of the voters polled their votes in 2002 and 2008 elections.But for the rest of the state the polling percentage ranged between 40 and 60.In various constituencies the polling touched over 80 per cent in 2008 despite separatist' call for poll boycott.If about 60 per cent people or voters ignored or defied the separatists' call for poll boycott it clearly indicates that these separatist leaders do not represent the people.Representing peoples'aspirations and sentiments is more a philosophical than a political term thereby having no relations with the ground realities.(
