Discussion on motion of thanks on Governor's address

Jammu, Feb.28- Mr. Prem Sagar Aziz today moved the motion for discussion on Governor's address in the Legislative Assembly.
In his speech Mr. Sagar said that infrastructure development, improvement in work culture and steps taken for creation of corruption free and responsive administration are unique measures initiated by the Chief Minister Mr. Ghulam Nabi Azad. He said that implementation of Common Minimum Programme of the government is on the top agenda, acknowledging the developmental needs and aspirations of all the three regions of the state. He also said that political stability and empowering of democratic units with decentralization of powers to the basic units are some of the major achievements of the government.
Leader of opposition, Mr. Abdul Rahim Rather speaking on the motion said that Centre government has provided largest ever plan to the Jammu and Kashmir describing it unbelievable huge amount hoping that it would open greater avenues of development. Mr. Rather said that though the plan allocations during the last three years have been enhanced but the practical work on the ground and the utilization of funds do not reflect satisfactory results. He said decisions taken in District Development Board meetings should be implemented fully.
He also referred to the recent killings of innocents in Doodipora Handwara asking the government to take immediate measures to avert such incidents.
Mr. Rather also referred issued relating to the Jammu and Kashmir Waqf Board management and demanded transparency in its working. He also demanded permit policy for travel to other part of the LoC and vise-versa be made easy so that more and more people can travel across the LoC.
Mr. Abdul Rehman Veeri in his speech said that sense of security has been restored among the people of the state and reduction in human rights violation has been ensured to a larger extent. He said that the restoration of peace and normalcy in the state has given impetus to the development of tourism sector in the state which resulted in the visiting of large number of tourists to the state. Giving details of development achieved during last three years, he said visible progress has been made in the education and other developmental sectors.
Mr. Sharief-ud-Din Shariq in his speech said that many paras incorporated in the Governor's address are same as were in the last year's Governor's address. He suggested that main policy programmes of the government should form the basic contents of the Governor's address. He also referred to the Doodipora incident and stressed for taking measures to avoid such un fortunate incidents.
Dr. Mehboob Baig and Mir Saif-ullah taking part in the discussion highlighted various issues. They said that all parties including other than mainstream ones should be persuaded to participate in the round table conference. They demanded strengthening of education, health and tourism sectors. Mir Saifullah also raised the issue of framing the comprehensive employment policy in the state. He also thanked the Centre government for providing adequate relief package for the quake victims.
Mr. Yashpal Kundal raised the issues of on un-employment and matters relating to development of his constituency.
Mr. Nazir Gurezi raised the issues of remote and far-flung areas and demanded bringing Gurez area on the tourist map of Jammu and Kashmir. He also demanded strengthening of health sector and provision of adequate medicare facility in his constituency.
Mr. Pintoo Narboo highlighted the matters relating to strengthening of tourist infrastructure in Leh and increasing flights between Srinagar and Leh to facilitate tourists. He also demanded development of pastures in Ladakh area.
Mr. Sajjad Ahmad Kitchloo demanded implementation of Wazir Commission and commitments made by the government under Common Minimum Programme. He also demanded proper involvement of people's representatives in the formulation of development plans at district level. He also raised matters relating to the development of power, tourism, roads and health sectors in Doda district particularly in his constituency.
Mr. Abdul Gaffar Sofi said that opposition has to play an important role in the growth and development of democratic institutions and carrying forward the public interest programmes. He said while government should appreciate the right feelings of the opposition, the opposition has also to be positive to highlight people's problems without any political consideration.
