No delay in enforcement of APMR Act: Sham | | | EARLY TIMES REPORT SRINAGAR, Sep 27:-While replying to a question by Subhash Chander Gupta, the Minister for Horticulture Sham Lal Sharma informed the House that the Government is not delaying the enforcement of the J&K APMR Act, 1997, and the rules made there under. The Department of Horticulture is the implementing agency and the Director Horticulture has been declared as the Director, Agriculture Marketing vide SRO 180, on 17-06-2004. The Department has appointed Chief Executives/Market Secretaries in various fruit and vegetable markets who discharge the functions of Chief Executives and Secretaries in addition to their own duties and all efforts are being made to implement the APMR Act,1997. He further said that the APMR Act,1997, and the APMR rules, 2003 are being implemented gradually in the markets,which have become functional. A gate entry fee is being collected in the markets of Narwal, Sopore, Parimpora, Shopian, Pulwama, Kulgam, Handwara, Udhampur and Charar-i- Sharief. The process of collection of license fees and other market charges shall also be taken in hand. Lal said that three Terminal Markets have been established by the department of Horticulture at Narwal, Parimpora and Sopore apart from setting up of satellite markets at Shopian, Pulwama, Kulgam, Batengoo, Charar-i-Sharief, Baramulla, Handwara, Kupwara and Udhampur have been established. He said that an expenditure of Rs.48.86 crores have been incurred on the development of infrastructure in these markets and revenue of Rs.3.30 crores have been realized from these terminal/satellite markets.
