Rahul for empowerment of J&K Panchayats in line with Central Act | Panches, Sarpanches stage protest….: 'Real' or 'managed' act…? | | Early Times Report JAMMU, Sept 27: On the second day of his visit to state, upon arrival in Jammu it was a contrast scene of what AICC General Secretary Rahul Gandhi said about newly elected panches and sarpanches in the state witnessed outside the Gurjar Charitable Trust. While he strongly favoured empowerment of Panchayats in J&K in line with Central Panchayati Act, outside the venue a number of these representatives staged protest demonstration for not allowing to meet the iconic youth leader of party. Soon after rahul gandhi reached the venue, a section of elected representatives at the grass root levels created big scene outside and raised slogans against the authorities and organizers of the function. Though some senior Congress leaders tried to project it as the act indulged in by some 'undesired elements,' for the party it proved to be difficult to pacify them. After assessing the profile of the newly elected panches and sarpanches who were more vocal in their criticism of the organizer of the meeting the senior state party leaders sealed their lips as they could see a big conspiracy angle behind disrupting the entire show. However, observers attribute the act as a 'staged drama' and it could not be ascertained whether the anger exhibited by the Panches and sarpanches outside the main venue of the meetings attended by AICC General Secretary Rahul Gandhi was real or 'managed'. While addressing the gathering Rahul Gandhi, who arrived here from Srinagar on the last day of his visit to the state, said newly-elected sarpanches and panches in the state should be given more responsibilities and powers. Earlier, during his visit to Rajouri district he laid emphasis on the role of the Panches and Sarpanches in accelerating the pace of development and ensuring implementation of all projects and schemes at the grass root level in time. "It is most important that sarpanches and panches get their rights. They are given responsibilities to ensure development at the grassroot level," he said while interacting with them in a meeting in Rajouri district. "I have already conveyed this to Saif-ud-Din Soz JKPCC chief, Mohan Parkash (In charge J&K) and Chief Minister Omar Abdullah," Gandhi said. The Congress General Secretary was commenting on demands of Congress leaders for implementation of the 73rd and the 74th amendment of the Panchayati Raj Act to empower Panchayats in decision-making and financial matters in accordance with the Central Panchayati Raj Act. He further said that there was no dearth of money for development. "Whatever is needed is given but it must be ensured that it reaches the grassroot-level in villages", he said adding "If it is not reaching the grassroot-level, you call it corruption or any other thing, but I feel it should reach the villages," Gandhi said. Panches and sarpanches must ensure that the money meant for development should reach the grassroot-level, he asserted. On the rail line to Rajouri and Poonch, a demand raised by Soz, Gandhi said "I will go to Delhi and find out the status of the project. The survey of the rail line has been done." On growing unemployment, he said steps would be taken to provide more employment opportunities to the youth. As per the political grapevine the two day long visit of the Rahul Gandhi has been hailed by the central party leadership as very productive and successful both in terms of striking a chord with the youth in the state and in terms of activating the party cadre across all three regions of the state. In Kargil and Kashmir valley Rahul received ample support from youth during his public meeting and close door interaction with the students in Kashmir university. In Jammu region Rahul was very impressed with the public meeting and the whole atmposhperics in Rajouri where he interacted with the panches and sarpanches besides mingling with the crowd of his supporters. Earlier, Rahul met the Chief Minister Omar Abdullah here and discussed the functioning of the Congress-NC coalition government in the state. "Rahul and Omar had a breakfast meeting this morning and the two leaders discussed the functioning of the coalition government and various developmental matters within the state and at the national level," an official spokesman said. |
