| Detachment of Panch constituency | | HC directs Secretary RDD to appear in person | | EARLY TIMES REPORT
JAMMU, Sept 28: In a case of alleged detachment of Panch constituency from one block to other, high court today directed secretary of rural development department to appear alongwith record.
The petition had been filed by inhabitants of Bhatti Barigarh in the interest of public of the area. They have sought quashment of govt order no 159-RD of 2009 dated July 16, 2009 issued by Secretary Rural Development Department whereby said respondent without jurisdiction illegally merged Panch Constituency Chadwa from Panchayat Channi Mansar in Block Samba with Panchayat Halqa Bhatti Barigarh Block Majalta District Udhampur.
Justice JP Singh after hearing Adv Sheikh Shakeel Ahmed appearing for petitioners observed that in the circumstances when the issue raised by petitioners in the petition cannot be considered in the absence of records, it becomes necessary to summon secretary to Govt Rural Development Dept, Srinagar, to appear along with the record and justify the issuance of Govt Order No 159-RD of 2009 dated July 16, 2009.
