Tardy implementation of new forest policy in J&K | | | EARLY TIMES REPORT Srinagar/Jammu,Sept28:-Despite having framed the first ever policy on conservation of forests in Jammu and Kashmir the state agencies have not been able to implement even 20 per cent of the plan during the last eight months. Official sources admitted that as a result of lack of coordination among various Government departments, especially between the departments of forests and the revenue, encroached forest areas in the state are yet to be reclaimed. Under the new forest policy the concerned government departments were supposed to carry out reconciliation of land records of revenue department with demarcation records of forest department. Reports said there has been negligible progress in this sector. The first ever policy also envisaged complete modernization of forest demarcation system by using Global Positioning System and other modern technologies. In this sphere too there has not been sufficient progress because first four months were simply utilized on preparing the format for introducing Global Positioning system. As far as the plan of resettling inhabitants of chaks located within deep forests on fringe forests to check loot of forest wealth the Government has failed to make even a beginning in this sphere. The biggest setback to the implementation of various clauses of the forest policy has been in the programme of reclaiming encroached forest lands. The government also has not been able to initiate a major step for conservation and development of natural forests by strengthening the infrastructure and manpower. Experts are of the opinion that the government should constitute an inter-departmental committee of senior officers for not only monitoring forest policy implementation but also evolve measures for resolving problems and difficulties in the implementation programme. These experts said that already several thousand acres of forest land have been encroached and if there was further delay in the implementation of the new forest policy Jammu an Kashmir state may lose more forest areas
