| political subterfuge on clemency resolution | | | It is nothing short of political subterfuge on the floor of the state Assembly when a section of members engineered demonstrations and unruly scenes which left the speaker,Mohd.Akbar Lone,with no other alternative but to adjourn the House for the day.With the adjournment of the House the private member's resolution seeking House support for clemency to Afzal Guru,who has been sentenced to death on the charges of his involvement in the terrorist strike on the Parliament building in 2001 failed to come up for debate and vote.Already the Congress led UPA Government has made its stand on the issue clear when the union Home Ministry,in its communication to the President of India with whom Guru's mercy petition is pending, that the request for clemency be rejected.And in fact the issue of clemency to Guru surfaced in Jammu and Kashmir only after Chief Minister,Omar Abdullah,in his tweet,referred to a resolution adopted by the Tamil Nadu Assembly which supported clemency for the killers of Rajiv Gandhi.
Though Omar had raised a valid question asking if the Kashmir Assembly adopted a resolution on Guru's clemency will it receive as much muted response as the Tamil Nadu resolution received,it did awaken the Kashmir centric politicians who started getting ready for supporting a clemency resolution.Inside reports said that since the National Conference leadership did not feel it politically wise or convenient to move a resolution seeking clemency for Guru it got in touch with an independent MLA,Er Rashid who submitted the resolution to the speaker of the Assembly.Even PDP would have authored the clemency resolution and before it could have done so Rashid was guided to expedite his move because the NC did not want to allow the PDP to gain any political advantage.And the NC leadership fully supported Er Rashid and this could have been one of the reasons for the speaker to allow the resolution to be moved on the floor of the House.
Ever since Omar 's tweet on Guru's clemency the NC leadership has come in for sharp criticism in the entire Jammu region and in the quarters that matter in New Delhi.One report said that the recent visit of AICC general secretary,Rahul Gandhi,to Srinagar was also utilised for persuading Omar to engineer a situation on the floor of the House so that Rashid's resolution failed to come up for discussion and vote.And this is what happened in the Assembly on Wednesday when the repeated clashes between the members belonging to the BJP and the Congress forced the speaker to adjourn the House for the day thereby paving the way for the death of the resolution atleast in the current session of the Assembly.Er Rashid is not wrong when he said that the duration of the House proceedings was curtailed to avoid discussion on clemency resolution.As far as the resolution was concerned the Congress had much stake in it because those MLAs belonging to the Jammu region had decided to oppose the resolution and those from the valley were going to support it.One can simply say that the congress played its cards well and so did other parties.Apart from the Congress-BJP triggered pandemonium the passive attitude adopted by the NC too contributed to the scuttling of the resolution which may come up for discussion in the next session in October.Till then it is peace in Kashmir.(
