JAMMU, Sept 29: If the NC exposed itself to the extent possible and established that it could go to any extent to retain control over power, the political behaviour of the Congress, its alliance partner, was no different. Rather, it was more disturbing and questionable. It was the Congress MLAs who took the lead and created chaos in the assembly, with the Chief Minister and those responsible for smooth conduct of business not only watching the ugly conduct of the Congress MLAs as mute spectators but also enjoying and laughing. No attempt was made to control the unruly Congress MLAs. The conduct of the some of the Congress ministers was also far from satisfactory. They kept standing and they backed to the hilt their party MLAs. It became quite evident that everything was pre-planned. In fact, they reportedly instigated the party MLAs to create pandemonium. This happened for the first in the history of the state legislature that the ruling class disrupted the House by entering into the Well, raising slogans and adopting threatening posture towards the BJP MLAs, suspended or otherwise. Some of them even clashed with them.
It is significant to note that the Congress leadership, like the NC leadership, instead of directing the party ministers and MLAs to vote against or for the bill seeking clemency for Afzal Guru, had asked them to take an appropriate stand on the issue on the floor of the assembly itself and as per their conscience. Besides, it, like the NC whose Chief Minister had raked up the issue through his tweet, sought to hoodwink public opinion by giving it to understand that it was a private member's bill and, hence, it was not necessary to give direction to or issue a whip directing their MLAs to vote this way or that way. It was a desperate attempt on the part of the desperate, canny and opportunistic NC-Congress leadership. All this made the people see through their game-plan. What has made the people to ridicule the NC and the Congress all the more is the fact that first the bill was accepted for discussion and then the same was allowed to be collapsed even before discussion through questionable machinations.
That there was some sort of understanding between the coalition partners to kill the controversial bill under pressure from certain quarters became all the more evident when the Congress MLAs raked up the question of disqualification of the seven BJP MLAs who had cross-voted on April 13 this year each time the Speaker of the assembly decided to conduct the listed business. They did it thrice and their unruly behaviour left none in any doubt that they would not allow the assembly to function. Their demand for the disqualification put forth on the floor of the assembly was unjustifiable considering the fact that the matter is sub-judice. The matter is pending with the J&K High Court. The very fact that they turned down the plea of the Speaker that he could not take a position on the issue because the matter was sub-judice should clinch the whole issue and establish that their basic objective was to create an environment that would force the Speaker to adjourn the House for a day.
However, what was even more intriguing was their demand for the disqualification of the erring MLAs because the said MLAs had voted for NC and Congress candidates seeking election to the legislative council. And, there were reports that the BJP MLAs had been "bribed by the ruling coalition". The poor BJP MLAs! They have been expelled/suspended by the party high command; they have not been able to show their face to the public; and they have been blacklisted and contemptuously abandoned even by those who purchased their loyalty and blackened their faces beyond recognition.
It's true that the BJP MLAs also contributed to the chaos in the assembly. But it is also true that it was the Congress that took the lead. Besides, the demand of the BJP was that the controversial bill should be deleted and dropped. Theirs' was a rational and justifiable demand. The Congress being a national party having stakes all across the country should have made common cause with the BJP in order to expose the undesirable and those seeking clemency for Guru. That it didn't do so and, instead, chose to disrupt the House has not only made its position untenable but also made the people to question its very credentials.
The fact of the matter is that while the NC leadership has further annoyed its core constituency in Kashmir, the Congress has become more unpopular in Jammu and elsewhere. It is obvious that the beneficiary would be the pro-self-rule PDP in Kashmir and the BJP and the Panthers Party in Jammu. The Panthers Party has already upped its ante and urged the state governor to dissolve the assembly and hold fresh elections in the state, saying the Congress ministers and MLAs have revolted against the government and that there is breakdown of constitutional machinery in the state.
"The present situation in Jammu and Kashmir demands immediate dissolution of the Assembly and imposition of Governor Rule without any delay as there is a complete breakdown of constitutional mandate which was witnessed this morning following an open revolt by the ruling MLAs and ministers of the Congress party…The assembly Speaker had to adjourn the House thrice when the Congress ministers in violation of rules stood up on their benches and Congress MLAs created a ruckus on the floor forcing the Speaker to adjourn the House," the Panthers Party has, in fact, said.
All in all it can be said that what the state witnessed yesterday was a farcical drama of sorts enacted by all, barring the BJP, Panthers Party and JSM MLAs, taking into account their narrow and petty political and communal interests. The people know what happened and who did what on the D-day. The only silver-lining is that the bill on Guru stands collapsed. It is obvious that the national bill has prevailed. One can only hope and pray that the NC-Congress ruling coalition, or for that matter all the Kashmir-based political formations, would refrain from indulging in rabble-rousing for petty political gains.
