Kishtwar people catch GREF labourers red-handed, officers pledge enquiry
Sub-standard work on NH 1B

KISHTWAR, Sept 29: A group of at least over a dozen people on way to Doda stopped the construction work of drain-cum-protection wall being constructed on Kishtwar-Batote National Highway near Shalimar after they saw GREF labourers mixing cement with mud and stones to be used for construction purpose.
On seeing the open loot of GREF labourers, they inquired about mixing of cement with mud and boulders. To their surprise, labourers told them that this practice has been going on since long. On this, the agitated people brought the matter into the notice of Additional Deputy Commissioner Kishtwar at 9.30 AM, who accordingly deputed Naib-Tehsildar Rajesh Kumar to verify the facts.
After over two hours, Rajesh Kumar reached the spot. His visit was followed by Officer in Command General Reserve Engineering Force (GREF) 118 RC Kishtwar Pankaj Bhargaw rushing to the spot to pacify the situation. Agitating people blamed GREF's substandard work for routine accidents on Kishtwar road.
They alleged that GREF officials turns blind eye to quality of work as far as construction of drains, burst walls and protection walls all along 110 kilometer long National Highway right from Kishtwar to Batote is concerned. "We pay taxes and have full right to check quality and standard of work," said Ikhlaq Ahmed Dev.
He said that there is immediate need of framing monitoring committees to be assigned with the job of checking of quality of work not only to be executed by GREF, but also by other organizations in Kishtwar District. Another citizen Rajinder Kumar Wazir accused GREF officials for shielding corrupt contractors and officers involved in executing of sub-standard work on NH 1 B, which is matter of great concern as far as alarming rate of accident on Kishtwar-Batote National Highway are concerned.
He demanded action against those officials and contractors who are involved in mixing of cement with mud and boulders instead of using sand and crusher stones. Wazir told OC GREF that they have sufficient video and photo evidence in which it can be clearly seen that the labors are mixing cement with mud.
Bhargaw assured the agitating people that action will be initiated in case anyone is found guilty. He said that GREF authorities are known for quality and standard of work. He directed his junior officers to take sample of material used in construction for laboratory tests. He said that he had already issued direction to all those laborers associated with GREF to follow quality/standard of work and also told them to immediately bring the matter into the notice of GREF officials in case anybody push them for sub standard quality work, so that action will be initiated against the culprits.
