House takes up discussion on powers, privileges of legislators

SRINAGAR, Sep 30:The House today took up discussion on a motion moved jointly by
Harshdev Singh, Ch Mohammad Ramzan, Abdul Rehman Veeri, Ghulam Ahmad
Mir, Jugal Kishore and others to underscore the need for strengthening
the institution of legislature in the interest of vibrant democracy
with due cognizance of all violation of privileges, protocol and power
of legislators.
Initiating the discussion, Harshdev Singh demanded strengthening of
the legislature for which he demanded abolition of the Upper House as
has been done in many states. He said the powers and privileges of the
legislators be brought at par with the members of the parliament.
Intervening in the discussion, Muzaffar Hussain Baig demanded
constitution of a committee of legislators to define powers and
privileges of MLAs. He also sought a state level planning board of
which legislators could also be members.
Baig said in the present scenario an MLA is overburdened with
responsibilities and sought framing of guidelines for releasing
additionalities by the Chief Minister and Planning Minister.
In his speech, M.Y.Tarigami demanded strengthening the institution of
legislators to buttress democracy in the State. He said legislators
should also be made accountable to public.
Ashwani Sharma demanded that the roles of legislators be clearly
defined so that the rights of people are protected. He demanded office
accommodation for legislators in their constituencies.
The House will continue discussion on the motion on Monday.
