Bhim & Swamy for Governor rule in J&K

Jammu, Sept 30: One can question the nature of role the Jammu and Kashmir National Panthers Party (JKNPP) has been playing in the state since its formation in 1982, notwithstanding the fact it has on occasions played a very significant role and saved the situation, as also notwithstanding the fact that the JKNPP has never been consistent in its approach towards the issues facing the state in general and Jammu province in particular. One can also question its commitment to the Agenda 2011 that the party adopted in January this year and assured the neglected and discriminated against people of Jammu province that the party would work with a single-minded devotion to obtain for them separate assembly and separate chief minister belonging to the Jammu province. One can also question its very stand on Jammu and Kashmir as it existed on August 15, 1947. But no one can really disagree with its stand on the prevailing situation in the state.
The case in point is the demand put forth by the JKNPP that the state assembly be dissolved forthwith and the state governor takes appropriate measures so that fresh elections are held in the state. The party made this demand on September 28, when the state witnesses a drama of sorts enacted by the NC, the Congress and the PDP inside the assembly and reiterated its demand the following day. The JKNPP legislators reportedly met the state governor and urged him to invoke section 92 of the state constitution, take over the state administration in his own hands and organize fresh elections. The JKNPP chief also reiterated the same stand the same day in a press conference and demanded dismissal of the NC-Congress coalition government.
The upshot of the whole argument advanced by the JKNPP leadership was that the constitutional machinery in the state has completely broken down and that the NC and the Congress have lost the people's confidence and mandate by indulging in activities which are not consistent with the constitutional requirements. Yet another argument advanced by the party was that it was none other than Chief Minister Omar Abdullah who vitiated the whole atmosphere by tweeting that had the Jammu and Kashmir assembly adopted a resolution similar to one the Tamil Nadu assembly adopted on the killers of Rajiv Gandhi, the reaction in the country would have been different. "It was the Chief Minister who prompted introduction of amendment in the Constitution of J&K to scrap Section 3 of J&K Constitution to bring State out of the list of the Union. It was the Chief Minister and the President of NC who managed a resolution on the floor of the Assembly with an intension to create a communal divide in J&K while challenging the final verdict of Apex Court of India" (on Afzal Guru), the JKNPP chief, in fact, said, and added that if peace was to return to the state, the NC-Congress coalition government has to go lock, stock and barrel. One cannot but agree with him and the JKNPP legislators, who met the governor yesterday to demand dissolution of the assembly which, they believe, and rightly so, has outlived its utility.
Their demand for fresh elections needs to be considered very seriously taking into account the irresponsible behaviour of the ruling coalition, especially the Congress in this particular case. The case in point is the unruly behaviour of the Congress ministers and MLAs during all these four days of the short assembly session. It was unprecedented to see the ruling Congress creating chaos in the assembly on spurious ground: expulsion of the 7 BJP MLAs who had cross-voted in April this year and brought shame to themselves and their party by subverting the people's mandate for petty pecuniary gains, and the other coalition partner NC virtually becoming a party by remaining a mute spectator. There is no doubt that both the NC and the Congress, besides other Kashmir-based formations, have crossed the line. No wonder the people have described their irresponsible behaviour as a manifestation of their utter disregard for democracy and urge for arousing passions for vote-bank politics and pandering to regressive forces.
The JKNPP is not the only formation which has demanded dismissal of the NC-Congress coalition government and imposition of governor rule in the state. Subramanian Swamy, president of Janata Party and former Union Minister, has also taken the plunge and demanded imposition of president rule in the state. He demanded dissolution of the J&K assembly today, saying "anti-national forces have ganged up" to jeopardize the country's paramount interests. He denounced the political leadership of Tamil Nadu for adopting resolution seeking mercy for the killers of Rajiv Gandhi and he denounced the political leadership of Jammu and Kashmir which had conspired to adopt a similar resolution seeking mercy for Afzal Guru. This means the demand for the dissolution of the state assembly is gaining momentum and why not? What the question to be asked is: Will the governor take cognizance of what has been happening in the state since he assumed the office? It is extremely unlikely that he would intervene.
