CAPD Rajouri withdraws rupees crores from bank in violation of norms | Dealers up in arms, demand probe | | Shafiq Mir Rajouri, Sept 30: In brazen violation of set norms, the officials of consumer affairs department ( CAPD) Rajouri, have withdrawn crores of rupees amount from the bank in past fifteen days meant to be given to the dealers by payee account checks. The amount was released by the government for transportation of food grains and storage rent charge of the same. The internal official sources of the department told Early Times that Director CAPD Jammu had recently issued an new directive in which all the district level officers of Jammu division were directed to make all payments of rent and transportation charges of the ration to the concerned dealers through payees account checks so that the chances of corruption is minimized. The new initiative was taken by director CAPD Jammu Perveiz Malik following large scale complaints that most of the money released for the purpose is not given to the dealers but it directly goes to the pockets of officials. However, sources in the department told Early Times that throwing order of the Director to winds, the officials of CAPD Rajouri have with drawn amount Rs crores in one stroke from the bank and has been distributed by them as per their earlier routine. Some of the official documents available with this correspondent suggest that on 28 September 2011, assistant director CAPD Rajouri released an amount of Rs 29 lakh vide his check no 32635192 for Thanamandi tehsil of the district. The same check was deposited on the same date at JK Bank branch Gujar Mandi Rajouri with account no CD 608 belonging to tehsil supply office Thanamandi. Interestingly, on the same date on 28 September 2011, Rs 2843840 was withdrawn by the officials of tehsil supply office Thanamandi in cash vide their check no 32647603. As per the new norms, this all the amount was to be distributed among the dealers through their payees account checks after proper vouchers passed by treasury. Not only this, sources said, amount in crores belonging to Kotranka and Rajouri tehsils have already been withdrawn by the officials in the past fifteen days in cash and not a single check was issued to any dealer. The matter came to light when the dealers belonging to Thanamandi tehsil refused to receive cash payments as per the earlier routine. When contacted director CAPD Jammu Perveiz Malik confirmed that he had issued a new directive in which all district offices have been directed to make payees account payments to the dealers. And he said that he was informed by the officials that all the payments were made as per the new directive. In fact, sources said, in the past the routine of the department had been making payment in cash to the dealers which includes, rent of stores , carriage charges and commission of the dealers @ Rs 50 per quintal distribution. But, this amount was never given to them, instead, the dealers were given full liberty by the officials to accommodate and compensate their expenses with the curtailment of ration from the consumers. And this has been one of the major reason of corruption in the department and cry of the people for not receiving food grains and other items. |
