Massive irregularities in CAPD Rajouri
Storage, transportation charges register 50% decrease!

rajouri, Oct 1: Massive irregularities have come to fore in the CAPD Rajouri. According to the official record, the officials of CAPD Rajouri tehsil have withdrawn an amount of Rs 1 crore and 83 lakh as local transportation and storage rent charges for the period of six months in 2010. This amount was drawn for the period of six months from October 2010 to March 2011.
However, for the next six months starting April 2011 to September 2011 only 83 lakh were drawn by the officials of CAPD Rajouri Tehsil which is around fifty percent less than what was drawn for same period in the previous year .
It is pertinent to mention here that in the year 2010, the scale of the ration given was only 35 KG per family, while in March 2011; the scale was enhanced by the government up to 50 Kg per family. The storage and transport charges, therefore, should have registered an increase. But it declined by almost 50%.
The irregularity came to fore after new Director CAPD Jammu, Pervaiz Ahmed Malik tightened the administration.
Beside other corrective measures, Malik also directed to pay transportation and storage charges and commission of the dealers through cheques.
Sources disclosed that the huge amount drawn in the name of transportation charges and storage rent was never paid to the dealers. Instead, they were asked by the officials to meet out their expenses by curtailing the food grain quota of the consumers. Some nominal amount, however, was paid as per old rates whereas the government had issued new rates in 2008.
As per norms , the ration is distributed to the consumers by the dealers for which the government pays them transportation and storage charges apart from the commission of the dealers @ Rs 50 per quintal . Even for remote areas having to road connectivity, the dealers are paid for pony charges to carry the ration up the areas. Though, ponies were never used in Rajouri and Poonch districts, nevertheless amount has always been drawn.
The Poonch district has a similar story to tell. Sources said that huge amounts have been drawn by the officials of CAPD Poonch in the name of transportation during the current financial year.
Repeated efforts to contact Assistant Director CAPD Rajouri went in vain.
