Yet another case of NC Govt's insensitivity | | | Early Times Report Jammu, Oct 1: When the National Conference led Government allowed identifying names of women raped in Jammu and Kashmir during the last five years in its reply to a question on the floor of the Legislative Council it clearly violated the Supreme Court ruling on the issue. And the leader of the opposition, Mehbooba Mufti, was quite quick and sharp in raising the issue. She was quite right when she said that the career and lives of 1336 women had been ruined after the Government, in its reply, had identified them for having been raped. The Government had gone to the extent of identifying the parentage and the place of birth of these unfortunate women which left no scope for mistaken identity. Even if one member of the Council, Abdul Majid, had asked the question on the number of rape victims and on their identity the Government could have either deferred its reply conveying to the member that information was being collected or informed him that revealing the identity of the victims was against the supreme Court ruling. Notwithstanding Omar Abdullah's apology the Government, especially the Department of Home, which is headed by Chief Minister, seems to have been totally ignorant of the Supreme Court ruling on the issue which is a major lapse on the part of the ruling National Conference. The Government could have convinced the member, who had asked the question, that revealing the identity of the rape victims would be totally against the norms of social decency and decorum. This way each victim stands exposed before the people of the state which could add to the woes and tribulations of the rape victims. The Government in general and the Chief Minister in particular should have learnt the tricks of the trade from the newspaper reports. After the Supreme Court ruling on the issue newspapers, while reporting on rape incidents, conceal the identity of the victims. In various cases newspaper reports carry fictitious names and within brackets write "name changed". This is done so that the readers do not have any clue about the identity of the victims. Unfortunately senior Government functionaries, besides Chief Minister, his cabinet colleagues, do not read newspapers between the lines. They may be interested in reading the biodata of Bollywood stars. They may have interest in sports but not in those issues that concern the people and the society. Now that Mehbooba Mufti has raised a vital issue she needs to explore whether a case can be filed against the state Government for defying the supreme court ruling. Though the question and its reply are the property of the Assembly the case, if filed, cannot be against the state legislature but against the Government. |
