Did names of rape victims get disclosed by accident or by intent?

Srinagar, Oct 2 : How could the state home department, the state law department and the office of the chief minister overlook a fact that an 18-year old boy would have normally detected.
The directions of the Supreme Court are known to everybody who reads a newspaper and how could the blunder have been committed by those who specialize in scrutinizing and sniffing legal documents every day.
Chief Minister Omar Abdullah may have apologized over the publication of the rape victims' names but the question now remains who is letting the Chief Minister down so badly. Many within the National Conference believe that time was ripe for some big heads to role as a signal had to go out to the public that such acts would not be tolerated.
According to insiders, the Chief Minister is extremely unhappy with a host of politicians and bureaucrats beginning from some of his extremely closely associates.
Sources say that the Law Ministry headed by Sagar should have not allowed the names to be made public as there is a clear Supreme Court and RPC bar on it.
Similarly Nasir Wani as MoS Home should also have been aware of the legalities involved in such a matter and lastly a seasoned bureaucrat such as BR Sharma should have applied his mind to such a sensitive issue and advised his boss against making the names of the poor victims public.
"Collecting all the names, putting them together, compiling them and f inally printing them as a document requires a lot of effort and planning. It seems that at no stage did the officers and Minister's in-charge of such an elaborate exercise realize that what they were doing was against the Law", said a senior National Conference MLA adding that the matter had blown big holes in all the theories regarding how well the Government was running.
Sources also pointed out that while the Chief Minister tendered an unconditional apology in the house, his advisors both political and bureaucratic forgot to apply their minds and suggest to the Chief Minister that the list must be withdrawn officially, so as to put the record straight.
"While the Chief Minister apologized, he did not announce the withdrawal of the list. Till he announces it on the floor of the house, the list continues to be available officially," a senior bureaucrat added.
According to sources, in view of the recent events the Chief Minister was planning a massive 'head roll' exercise in order to set his house in order.
