Cong expresses discontent over MGNREGA implementation

Udhampur, Oct 4 :District Congress Committee Udhampur expressed dissatisfaction over poor operationalisation of MGNREGA in Udhampur district and the hardships faced by rural people.
Bhupinder Singh Pathania, President DCC Udhampur said that compulsory statutory provisions of 100 days of job to card-holders, poor response to the card-holders' job demands, payment of unemployment allowance and full wages to card-holders denied work, payment within fifteen days, etc have more or less become hollow slogans. Lesser rate of wages with no provision of higher wages for skilled labourers, viz., masons, carpenters, etc., paucity of staff, lesser provision for inclusion of pucca work, lack of proper social audit mechanism through Gram Panchayats, failure to put in place proper monitoring devices, corruption and wastage of public resources, and favouritism and discrimination in allotting work have virtually crippled the very essence and edifice of the revolutionary scheme. He lamented that the job-guarantee scheme which is brainchild of visionary Prime Minister and national youth icon, Rahul Gandhi has failed to achieve the desired results in the trouble-torn state where unemployed youth have taken to guns and stones.
Sumeet Magotra, DYC President from Udhampur, while asserting that early and planned implementation of the flagship programme is a socio-economic and democratic imperative, he first of all proposed that in order to make the scheme a success, the wage rate should be enhanced to Rs, 200 from Rs. 110 per day.
A parallel set of functionaries with separate BDO and separate VLWs should be recruited, trained and tested in a state-of-art way with a view to exclusively plan, run and monitor MGREGA projects. He also called for payment of labour wages through Post office accounts as Post Offices are more readily available in villages than banks.
