Govt.agencies main power tariff defaulters | | | Despite an annual grant of Rs.2050 crores for purchase of electricity power continues to play hide and seek with people.Notwithstanding several measures initiated by the Government for impoving power generation which could reduce the gap between demand and availability the gulf between the requirement and supply continues to widen.If the Government released figures are to be relied on the gap between the demand and availability has touched 36 per cent.The state's peak demand is about 2250 MWs and the availability is not more than 1430 MWs.This has forced the Government to violate its commitment on supplying uninterrupted electricity to ar eas where each household has metred connection.It is because of the gap between the demand and supply that the Government has been forced to keep on increasing the annual allocations for purchasing additional power from the national grid.And during the last five years the power purchase grant has increased from Rs.1135 crores to Rs.2050 crores. The wide gap between the supply and demand is said to have been widened because of recurring transmission and distribution losses that seem to have touched over 45 per cent.Also,unauthorised electricity connections too have aggravated the problem.Over the years the successive state Governments have been harping on the power gneration potential the state of Jammu and Kashmir has.Everytime the ruling elite has been consoling people,plagued by power shortage,by telling them that the state has a potential of generating 20,000 MWs of electricity from its rivers and lakes.But hitherto the total generation has not crossed 2045 MWs.Paucity of resources and limitations imposed by the Indus Water Treaty of 1960 on optimum utilisation of three river waters for power generation are the two main impediments in the way of achieving self-sufficiency in power generation. As far as the lacuna in the technical sphere is conce rned the experts have not been in a position to lay emphasis on setting up mini and macro power generation plants.Above all these shortcomings is the failure of the state Government in motivating all Government departments to clear power tariff arrears.Latest reports are disturbing because out of the total of Rs.1300 crores as power tariff arrears over Rs.860 crores are arrears with the Government departments.Another disturbing factor is that despite drawing more power for the Kashmir valley the state Government departments in the valley owe Rs.139 crores as power tariff arrears againstRs.93 crores in the Jammu region.Even the central agencies,including the Army and parmilitary forces have over Rs.42 crores as power tariff arrears.The state authorities need to act fast so that all the arrears were recovered which could be utilised on setting up mini hydel projects and on establishing solar energy plants
