Govt issues orders for release of arrears as per recent agreement with JCC | Pensioners say not acceptable | | Early Times Report Jammu, Oct 4: Following the recent negotiations with the Employees Joint Consultative Committee (JCC) the State government has issued order on release of the arrears of 6th Pay Commission for its employees and pensioners wide Cabinet Decision Number 169/21/2011. While the Government has kept its word to release entire amount of arrears due to the State Government employees w.e.f 01-01-2006 to 30-06-2009 on account of implementation of 6th Pay Commission in the state, it has however ignored the pensioners who retired before the 2006 as no mention has been made any where in the order about them. As per the order the arrears of 6th pay Commission will be paid in five equal installments @ 20 percent each commencing from the current financial year through GPF route without any lock-in period. As per the order the Pay revision arrears in respect of those State Government employees who may retire or expire on or after 1-10-2011 shall be paid in installments that may become due to them till their retirement/death through GPF route and balance installments if any remaining thereafter shall be paid in cash during subsequent years. Moreover the installments of Pay revision arrears in respect of State Government employees who have retired/ expired between 2-01-2006 to 30-09-2011 shall be paid in cash instead of GPF route in five equal installments of 20 percent each commencing from the current financial year. The Administrative secretaries of the concerned departments have been asked to enroute reflection of the appropriation provision on account of initial installment of 20 percent of pay revision arrears in the revised estimation for the year 2011-2012. The Drawing and disbursing officers have been asked to ensure adjustment of amount, if any paid, under GO No 7-F of 2011 dated 18-01-2011 while releasing initial installments of 20 percent on account of pay revision arrears. However the state pensioners have outrightly rejected the order saying this way government has tried to hood wink the senior citizens who have rendered over 40 years service to Government till their retirement J&K Pensioners Association general secretary Madan Lal Abrol said there is a brewing resentment among the senior citizens against the Government's apathetic attitude towards them. He said the Government order was not acceptable to pensioners as it was maintaining a criminal silence about the disbursement of pay revision arrears in favour of those employees who have been retired prior to 2006. He said this shows that the State Government is playing pranks with senior citizens as most of them have crossed eighty years and are suffering from chronic and costly ailments. The pay arrears could have proved a ray of hope in their flickering life. Such pensioners need compassionate treatment, he added. He said the pensioners have been given a raw deal though they are baring brunt Of soaring prices and urged the Government to pay immediate attention towards the demands of pensioners. State pensioners have also expressed their dismay over the order. In a statement patron of the Association and general secretary ALL J&K Low Paid Government Employees Federation Mir Ghulam Rasool has termed the recent agreement between the JCC and Government a total sell out in which the pensioners interests as well as employees interests were totally sacrificed. The Employees Joint Action Committee (EJAC) leaders Mohammed Maqbool Ganai, Suresh Sharma, Parshotam Sharma and others have already expressed their dismay over the agreement. |
