Cong playing dubious role on 74th Amendment: Prof Gupta | | | EARLY TIMES REPORT JAMMU, Oct 6:MLA Jammu West constituency Prof Chaman Lal Gupta has accused the Congress of playing dubious role, one in the State coalition and other in the public. Commenting upon the reply to his question in the State Assembly by the Deputy Chief Minister Tara Chand that there is no proposal to extend 74th Amendment of the Indian Constitution to the State of J&K for empowerment of the basic democracies as “ the State Municipal Laws are more or less compliant with the 74th Constitutional Amendment Act,” Prof. Gupta said that only about ten days ago that the Congress General Secretary, Rahul Gandhi at a meeting at Rajouri had promised the empowerment of the basic democracies including the Panchayats and Local bodies in accordance with the 73rd and 74th Amendments of the Indian Constitution. He also recalled that some months back the Pradesh President of the Congress Prof. Saif ud Din Soz and some others had termed the State Laws as ‘ a mockery” and advocated for the extension of 73rd and 74th Amendments to this State also for empowerment of the basic democracies and have Panchayati Raj in the real sense. Prof. Gupta also recalled that even in the Election Manifesto of 2008, the Congress had promised in unambiguous terms that for empowerment of the basic democracies and the people at the grass root level that the 73rd and 74th Amendment would be applied to this State also. He said it is an irony of fate that for sharing power with the National Conference, which is having its own outlook to distance this State form rest of the country, the congress is prepared even to act as B-Team of such an outlook.
