DDC reviews ATR on NABCONS recommendations | | | EARLY TIMES REPORT JAMMU, OCTOBER 10-District Development Commissioner, Jammu, Mr. Sanjeev Verma conducted a series of meetings with the General Manager/AGM, NABARD, officers of JKPCC, PWD (R&B), PHE, Rural Development, ICDS & Education Departments in order to take stock of the action taken on the observations of 3rd Party Monitoring Report of NABCONS in respect of 13 projects already undertaken by the executing agencies during 2010-11 and 75 number of works regarding macdamization of roads of Jammu City /other towns to be monitored in the ensuing period. The Chief Planning Officer, Jammu briefed the agenda of the meeting and observations of the NABCONS on each project. It was disclosed that necessary cognizance on the observations of the NABCONS i.e. lack of coordination, improvement in the quality of the works, Quality Testing Arrangements at sites, etc has been taken up by the JKPCC/PWD (R&B) as suggested in the report and there is substantial improvement in conforming to the quality standards of the projects as per the norms. However, coordination between the different agencies was lacking and DDC stressed upon the executing agencies to put up coordinated efforts to ensure completion of projects, within the stipulated time period for the benefit of the targeted groups. In its meeting with AGM NABARD, it was stressed upon the District/Block Level functionaries of the ICDS, Rural Development, etc to utilize the services of the Anganwadi workers and Village Level Workers for Credit Linkage of SHGs, particularly of women towards the establishment of Income Generating Activities, to bring prosperity and self reliance to the rural households. An incentive of Rs. 1800/= per SHG shall be paid to the Anganwadi workers for this cause. DDC asked the Programme Officer, ICDS to take atleast three projects in hand, to start with. In another meeting with the District Panchayat Officer, BDOs, Project Officers, ICDS, and Block Level officers of School Education Department, the activities undertaken with regard to awareness campaign of “Swachchhata Utsav” with effect from 2nd October, 2011 to 4th November, 2011 discreetly reviewed. The DDC exhorted upon the ACD/BDOs, CDPOs, & ZEOs to coordinate properly for launching campaign with the active involvement of the Panchayat Bodies, Schools, through seminars, debates, nukkars with regard to creation of awareness by adopting safe hygiene and sanitation practices, construction of low cost IHHLs, Anganwadi Toilets, School Toilets, etc for mobilization already created by the Nirmal Gram Purskar. He said that on culmination of “Swachchhata Utsav” on 4th November, 2011, message of sustained sanitation should have been carried forward by the entire communities. It would ultimately lead to check on communicable diseases among the vulnerable society of children and women.
