NC worker's killing brings temporary relief to Chief Secretary | | | Syed Junaid Hashmi JAMMU, Oct 10: Controversy over alleged custodial killing of National Conference (NC) Haji Mohammed Yousuf has given temporary relief to Chief Secretary Madhav Lal who is likely to return to the union government. The death of alleged NC 'fixer' has put the entire Omar government on somewhat shaky footing and hence, stalled the exit of Chief Secretary. However, sources disclosed that the moment things settle down, his substitute who has already been contacted, can be expected to take over as early as in November when the Durbar moves to Jammu.The signs have been apparent for all discerning observers of the J&K state administration for quite some time now. While intellectuals find Madhav's lack of vision for over all development of state 'strange', official sources said that state bureaucracy finds him insensitive to its usual problems of postings, promotions, arrears and allowances. Senior IAS officers have termed his habit of saying that he can't function because he doesn't have enough officers far-fetched This paper has already reported on his repeated but failed attempts to get many such officers prematurely repatriated from government of India posts; as well as his attempts to delay the relieving of officers like PGD Chakraborty and Ashok Angurana whose postings had been announced. Sources said that the Chief Secretary has been unable to reorganize the secretariat by merging and reducing department (e.g. the three departments of School, Higher and Technical education into one Education department or the Agriculture department, like its counterpart in the union government, looking after Animal and Sheep Husbandry, Fisheries and Co-operatives) is still unanswered. Sources also referred to the Chief Secretary's failure in categorizing posts into senior and junior since it is because of this reason that hierarchy in the state administration is seriously disturbed and senior officers hesitate to join his "dream team", for the fear of being dumped on posts hitherto held by 20 years their junior. If the officers in the civil secretariat are to be believed, Cabinet ministers find his habit of delaying files and disposing them not on the day, they reach his table but in a delayed manner "excruciating" and "unendurable". A cabinet minister said that when the file is "disposed off" by him, it only means that either a query has been put on it or that it has been referred to some other department like Law, Finance or Planning for "advice". Officers maintained that no one doubts Madhav Lal's integrity and no one denies that he is also seniormost in the state bureaucracy. However, the "advisors" who prevailed upon Chief Minister Omar Abdullah to choose Madhav Lal for the Chief Secretary's post on the grounds of seniority as also that he appeared "non-controversial" are now looking here and there for Madhav Lal's reported tendency to "toss' files and his inability to think "out-of-the-box" for the unique problems that a tricky state like J&K faces every day. |
